EE96196 CASE# 24-7382 OF COLLISION 07/15/24 04:38 OF CbLLI510N NARRATIVE 24-7382 On 7/15/2024 at approximately 0438 hours, while working as a commissioned police officer for the City of Renton, I was dispatched to an injury accident that took place at SE 168th ST/116th Ave SE. Initial information was a vehicle verses a motorcyclist. While enroute, dispatch advised the motorcyclist was sitting on the ground screaming. Upon arrival, Renton Fire Department was on scene evaluating the motorcyclist, later identified by WA DOL photo as James A Songsangworn (DOB 4/2/1993), who appeared to have a significant injury to his leg. In the middle of the intersection, I observed an unlicensed Razor motorized scooter (Serial/J 1 8LA000812) partially under the front end of the other involved vehicle (WA/BZN9875), which had the license plate broken off, minor dents on the bumper, and a large dent on the hood. The battery was detached from the Razor motorized scooter. I spoke to the driver of the vehicle, identified by WA DOL photo as Thanh V Duong (DOB 5/10/1959). Thanh advised me that he was driving north on 116th Ave SE where he came to the intersection at SE 168th St and got into the left-hand turn lane. Thanh said he had a green light where he could take a left turn yielding to oncoming traffic. He said he did not see any vehicles coming and proceeded to take a left turn to drive east on 168th St. Thanh said he did not see anything until he struck the motorcyclist that was driving south on 116th Ave SE. He advised he was not injured and declined medical treatment. I was unable to speak to the motorcyclist as medics had arrived and advised he was being transported to Harborview Medical Center for possible fractures in his legs. I contacted the motorcyclist girlfriend, verbally identified as Alaina Coken (DOB 9/14/1993), who arrived on scene. She advised me James was likely driving south on 116th Ave SE from her house. Alaina advised that the headlights on James' scooter were in operating condition. Alaina took possession of James Razor motorized scooter. James was transported to Harborview Medical Center for his injuries. Thanh provided his WA DOL identification, registration, and proof of insurance. Photos of the incident were taken and uploaded to Axon. I provided Thanh and Alaina the case number. I later contacted the manager of Seven Eleven located at 11505 SE 168th St, verbally identified as Baby Thapa (903-303-9949) to inquire about surveillance footage. I reviewed surveillance footage and observed Thanh driving north on 116th Ave SE where he proceeded to take a left turn at SE 168th St at a green light. As Thanh was halfway through the intersection, I observed the Razor motorized scooter seconds before the collision. I was able to see the incident from two angles and did not see the motorcyclist until he was in the intersection. I was able to see working headlights on the Razor motorized scooter on one of the angles only once the collision had occurred. No further information. My involvement in this case was captured on my department-issued Axon body camera. This report is a summary of events that occurred and is not an exact sequencing of events.
