EE97376 CASE# 24-7486 OF COLLISION 07/17/24 18:19 OF CbLLI510N NARRATIVE 24-7486 On 07/17/2024 at approximately 1820 hours, I was dispatched to a blocking vehicle collision with reports of injury at the intersection of NE 17th Street and Union Ave NE, within the City Limits of Renton, County of King, State of Washington. While en route, Dispatch advised that one of the vehicles had flipped over onto its roof as a result of the collision and that there were updated reports of injury from one of the involved parties therefore Renton Regional Fire Authority (RRFA) would be responding as well. Upon my arrival, RRFA was already on scene evaluating the involved parties. All involved parties were treated at the scene and released, however, I did later transport both involved occupants from Unit#2 to Urgent Care at the Landing. While on scene, I was able to collect each involved party's information and independent summary of the events leading up to the collision. The driver of Unit#1 said he and his juvenile passenger were traveling westbound on NE 17th Street approaching the stop-sign controlled intersection of Union Ave NE. The driver of Unit#1 stated that he was intending to turn left at the intersection to proceed southbound. The driver of Unit#1 stated that he stopped at the intersection to yield to approaching traffic. The driver of Unit#1 stated that he believed traffic was clear and proceeded into the intersection. The driver of Unit#1 stated that while traveling forward, Unit#2 suddenly appeared and that both Unit#1 and Unit#2 collided in the intersection causing significant damage to the front of Unit#1. The driver of Unit#2 said she and her juvenile (9 YOF) passenger were traveling northbound on Union Ave NE approaching the uncontrolled intersection of NE 17th Street. The driver of Unit#2 stated she was intending to continue straight through the intersection but that just prior to reaching the intersection, Unit#1 failed to yield to her vehicle and pulled out into the side of her vehicle. Both vehicles collided causing Unit#2 to rollover onto the roof subsequently causing significant damage to the vehicle likely leading to being totaled out. Based on the above statements, 1 determined that the Driver of Unit#1 (Kjellsen) was the predominant factor for the cause of collision as Kjellsen did not grant the right of way to traffic already in the roadway and underway. Kjellsen violated RCW 46.61.190(2) as every driver of a vehicle approaching an intersecting roadway shall stop where the driver has a view of approaching traffic on the intersecting roadway before entering the roadway, and after having stopped shall yield the right-of -way to any vehicle in the intersection or approaching on another roadway so closely as to constitute an immediate hazard during the time when such driver is moving across or within the intersection or junction of roadways. I cited Kjellsen via mail for Failing to Stop/Yield at an intersection causing a collision. Kjellsen qualified for the City of Renton Youth Traffic Court (YTC) and was made aware of the details via a YTC business card. Both Unit#1 and Unit#2 had to be towed away from the scene due to extensive damage. An exchange of information was provided to all involved parties.
