EE99550 CASE# 24-7733 OF COLLISION 07/23/24 08:19 OF CbLLI510N NARRATIVE 24-7733 Unless otherwise noted, the following occurred within the city limits of Renton, county of King, state of Washington. On 07/23/2024, 1 was working as a uniformed police officer for the city of Renton. At approximately 0822 hours, I was dispatched to a vehicle versus pedestrian collision at the intersection of S 3rd St and Logan Ave S. My involvement in the incident was captured on my department-issued bodycam. While enroute, dispatch relayed that the pedestrian had gotten back to their feet since the collision. When I arrived on scene, I located both involved parties on the north sidewalk in the 600 block of S 3rd. I first spoke to the driver of unit 1, who relayed the following: They were driving eastbound on S 3rd St. As they proceeded through the intersection, they struck the pedestrian. They alluded to the sun shining in their eyes being a factor in not being able to see the pedestrian who was going through the crosswalk. The driver believed they had a green light at the time of the collision, giving him the right of way to continue. After the collision, they pulled off the roadway and awaited emergency personnel's response. The driver confirmed that they failed to scan the crosswalk for active pedestrians crossing, but believed they could proceed due to having the green light. I next spoke with the pedestrian who was able to tell me the following before being transported to a local area hospital: They were walking through the crosswalk on S 3rd St. They believed that they had the crossing signal illuminated, giving them the right-of-way to proceed. They were then struck by unit 1 while crossing. They had pain in their right ankle, along with an abrasion on their chin, which was actively bleeding at the time of our conversation. I then spoke to witness of the collision, who informed me of the following: They only heard a loud sound, as opposed to actively seeing the collision. As they turned their attention towards the noise, they saw unit 1 and the pedestrian in the east-west crosswalk along S 3rd St at Logan Ave S. During my initial investigation with the driver of unit 1 and the pedestrian, I had come to believe that the collision occurred in the north-south crosswalk as unit 1 was continuing eastbound through the intersection. With the new information from the witness, I wanted to verify that this was the case, so I contacted the driver of unit 1 by phone, as they had left the scene. The driver confirmed that they were turning northbound onto Logan Ave S, and that the collision occurred in the east-west crosswalk. I informed the driver of unit 1 that they would be receiving a citation for failing to yield to a pedestrian in a crosswalk, a violation of RCW 46.61.235(1). The driver of unit 1 did not stop to allow a pedestrian to cross the roadway within a marked crosswalk when the pedestrian was upon one half of the roadway upon which it is turning.
