PART E3 ���LLL• PAGE OF REPORT NO. EF01044 CASE# 24-7882 DATE AND 07/27/24 00:08 NARRATIVE On 07/27/2024, 1 was working uniformed patrol in a marked police car as 31323. At approximately 0011 hours, I was dispatched to an accident at the intersection of NE Sunset Blvd NE 10th St, which is located within the city limits of Renton, County of King, Washington. Upon later investigation, this turned out to be a hit-and-run accident. Dispatch advised that an involved party to the collision had called to report a collision with his Tesla and another white sedan. The caller also mentioned there were no injuries and that they were not blocking the roadway. The involved vehicles in this collision as listed as Unit 1 and Unit 2 respectively. When I arrived at the dispatch location, I saw Unit 2 pulled off just east of the intersection with its hazard lights on. I spoke to the sole occupant and driver of Unit 2. My conversation with him is summarized as follows: Unit 2 stated he was facing eastbound on NE Sunset Blvd preparing to turn right onto NE 10th St. He said that there was another uninvolved vehicle in front of him and that the traffic signal was red. He then said that Unit 1 impacted the rear side of his vehicle. Unit 1 continued and left the scene without speaking to the driver of Unit 2. Unit 2 stated he found Unit 1 at the nearby Grocery Outlet which is just east of the intersection. Unit 2 stated the vehicle was abandoned. Unit 2 stated he was not wearing his seatbelt and that his airbags did not deploy. Unit 2 also stated that he was not injured. I observed Unit 2 and saw damage to its rear passenger side fender and tire. The passenger side rear fender was dented inward, and the adjacent tire was flat. Unit 2 said that there was only one person inside of Unit 1, which was the driver. He described the driver as a Black male of average build. Unit 2 said he would be unable to identify the driver of Unit 1. I also observed Unit 1 and saw damage to the front fender and both front tires. The front fender was tended and both front tires were deflated. Other units conducted an area check for the driver of Unit 1 to no avail. I also checked the area for any other witnesses to the collision. I spoke to a passerby who said they heard the accident but did not see it occur and were unable to provide any additional details. Other units also spoke with the registered owner of Unit 1. She stated that Unit 1 was registered to her, but that her husband regularly uses that car. She identified her husband as Eugene C. Mattingly (DOB 08/24/1962). The registered owner of Unit 1 said that she last saw her husband at approximately 1000 hours on 07/26/2024 when he returned from work. She said that Eugene said he would be headed to the store and has not been back since. She also said that Eugene left his phone at home. The registered owner of Unit 1 was able to provide me with her insurance information for the vehicle over the phone. Unit 1's vehicle was parked in the Grocery Outlet parking lot and was left there. PAGE 3 OF 5 nME REPORT NO. EF01 044 CASE# 24-7882 DATE MDOF COLUSION 07/27/24 00:08 NARRATIVE Unit 2's vehicle was parked at the nearby Safeway and he called a private tow to retrieve his vehicle. Unit 2 left under his own power from the scene. Based on the fact that Unit 1 had impacted the rear of Unit 2 causing an accident and the fact that Unit 1 was described to have left the scene of the accident, I found reasonable cause to cite the driver of Unit 1 with RCW 46.52.020-Hit and Run Attended. Based on the circumstances described above, it appears that Unit 1 is the proximate cause of the accident. The identity of the driver of Unit 1 is currently unknown. Should a driver be identified, there is reasonable cause to cite for the above. This concludes my report.
