EF54583 CASE# 24-13320 OF LNa 12/31/24 09:17 F coy�isI©�ON u NARRATIVE 24-13320 On 12/31/2024 at approximately 0918 hours, I, Officer Elfering, was dispatched alongside Office Catalan to a head-on vehicle collision with injury at the intersection of North 3rd Street and Jefferson Ave Northeast, within the City Limits of Renton, County of King, State of Washington. While en route, dispatch noted that Regional Fire Authority (RRFA) was responding as a precaution due to a potential injury. Upon my arrival, I observed RRFA on scene and positioned my vehicle to block traffic travelling southbound on Jefferson Ave NE. I confirmed that the driver of Unit 2 was being transported to Overlake by RRFA with potential injuries to his lower back and right hip. The driver of unit 2 did not require medical treatment and released by RRFA. While on scene, I was able to collect each involved party's information and independent summary of the events leading up to the collision. I also identified a witness to the collision and obtained their independent summary of the events leading up to the collision. The driver of unit 1 stated that she was travelling eastbound on N 3rd St and accidentally ran a red light at the intersection of N 3rd St and Jefferson Ave NE. The driver of Unit 1 stated that she then struck a vehicle that was turning south from the left turn lane on N 3rd St headed westbound. The driver of Unit 1 stated that she had been travelling at 35mph at the time of the collision, and that she made an attempt to stop to avoid the collision. The driver of Unit 2 stated that he had been turning left onto Jefferson Ave NE from N 3rd St and had a green arrow. In the middle of his turn, Unit 1 struck his vehicle on the front-passenger's side. The Driver of Unit 1 stated that Unit 2 did not make any attempt to slow or stop and struck him head on, causing injury and significant damage to both units. Unit 1 suffered damage to its entire front bumper and grill. Unit 2 suffered damage to its passenger-side front wheel and wheel well and damage to the passenger-side of its front bumper. The independent witness, verbally identified as Lee, Don (DOB 02/17/1977) stated that Unit 1 proceeded at approximately 40mph past the red light and through the intersection and made no attempt to slow or stop before striking Unit 2. Based on the above statements, I determined that the Driver of Unit 1 (Yun-Chiu) is the proximate cause for the cause of collision as Yun-Chiu failed to obey the traffic signals located at the intersection of N 3rd St and Jefferson Ave NE. Yun-Chiu violated RCW 46.61.190(2) as every driver of a vehicle approaching an intersecting roadway shall stop where the driver has a view of approaching traffic on the intersecting roadway before entering the roadway, and after having stopped shall yield the right-of-way to any vehicle in the intersection or approaching on another roadway so closely as to constitute an immediate hazard during the time when such driver is moving across or within the intersection or junction of roadways. I warned Yun-Chiu for Failing to Stop/Yield at an intersection causing a collision. Both Unit 1 and Unit 2 had to be towed due to extensive damage.
