Per my research on CorMaps and Energov, I did not observe any recent building permits on file. At 10:00 am I left City Hall and conducted inspections. At 10:36 I arrived at the property. I took a photo with my Code Enforcement issued camera, of the new structure that was attached to the north side of the home. (Exhibit 1) It is yellow in color and appears to have a large door, near the drive way. April 17th 2024: I sent a the first Warning of Violation to Mark St Peter at the mailing address: 407 Lyons Ave NE Renton, WA 98059 (CODE24-000225). (Exhibit 2) May 21st 2024: I checked Energov to see if there was any new building permits listed and did not observe any on file. I proceeded to send the second Warning of Violation to Mark St Peter at the mailing address: 407 Lyons Ave NE Renton, WA 98059 (CODE24-000225). (Exhibit 3) July 10th 2024: I checked Energov to see if there was any new permits listed. I did not observe any, therefore I sent a the first Notice of Violation to Mark St Peter at the mailing address: 407 Lyons Ave NE Renton, WA 98059 (CODE24-000225). I included a $100 fine due to the amount of time given and lack of communication with code enforcement. (Exhibit 4) July 30th 2024: I received an email from the Finance Division stating that payment has been received and Finance was asking for an invoice number to complete the transaction. I immediately invoiced the $100 fine and updated Finance. (Exhibit 7) August 29th 2024: Mark St. Peter applied for a building permit - B24004399. I made note of that and was cc’ed on the email by Adrian Alexander, a permit specialist with the City of Renton. (Exhibit 6- Full Email Chain) August 30th 2024: Email from Mark To Adrian – stating: “This invoice is for almost $2,900.00” (Exhibit 6- Full Email Chain) 2 September 6th 2024: Email from Adrian to Mark. – stating “The fee includes your plan review fees, the Code Enforcement Investigation Fees and the Permit Fees. The permit total is $4063.89, the $2872.37 is a portion of that total. It covers the plan review fees and Code Enforcement Investigation Fees. The remaining balance would be due at issuance. Inspections are included with the permit fees.” (Exhibit 6- Full Email Chain) September 9th 2024: Email from Mark to Adrian – Stating: “enclosure cost is only around $2500. Is there a way to reduce some of these fees?” (Exhibit 6- Full Email Chain) September 10th 2024: Email from Adrian to Mark – Permit cost breakdown. (Exhibit 6- Full Email Chain) September 19th 2024: Email from Mark to Adrian- Stating “Is there a payment plan available for this. $4K is a large expenditure…” Adrian replied stating there is no payment plan available. (Exhibit 6- Full Email Chain) September 20th 2024: Email from Melissa Kamphaus stated- “Attached is invoice 00145814 for the submittal fees on permit B24004399.The invoice includes information on how to pay by cash/check or credit card (Visa/Mastercard only).” Mark replied and stated “ I believe I got this paid this morning ” (Exhibit 6- Full Email Chain) Paid Invoice # 00145814 – Totaling: $811.47 (Exhibit 8- B24004399 Paid Invoice) September 27th 2024: Email from Mark asking the permit specialists what the next steps are. (Exhibit 6- Full Email Chain) September 30th 2024: Email from Adrian to Mark stating plan review comments. (Exhibit 6- Full Email Chain) November 4th 2024: Email from Mark to Adrian stating- “I’ve not been able to find a qualified construction consultant to update the construction plan. Do you have a list of providers or contractors you can refer me to?” (Exhibit 6- Full Email Chain) November 5th 2024: Email from Charleen Pleasance to Mark stating: (Exhibit 6- Full Email Chain) 3 “As the City we are not able to provide any contractors. However I am able to push back the dates for compliance. I can start with 1/1/2025. If you are unable to complete the project by that time frame, please contact me directly and let me know. I am more than happy to work with you.” February 6th 2025: I sent a the second Notice of Violation to Mark St Peter at the mailing address: 407 Lyons Ave NE Renton, WA 98059 (CODE24-000225). (Exhibit 5) Mr. St Peters was made aware of the no building permit violation and paid the initial $100.00 code enforcement fine. Mr. St peters has been working with the city to obtain a permit by submitting building plans for review and approval. Mr. St Peters is required to re-submit plans that meet the City’s minimum construction requirements and continue his efforts with the permit specialists. As of todays date – 02/20/2025, a permit has not been accepted for review and approval. I, as code enforcement inspector, my main goal is to identify the violation, notify the home owner and follow through and monitor the permitting process, to ensure that a final inspection is completed.
