NARRATIVE
25-1473
On 02/15/2025 at approximately 1126 hours, I was working as a Police Officer for the city of Renton.
While I was working, I was dispatched to a hit and run collision at S 4th PI and Rainier Ave S, in the
City of Renton, the County of King, State of Washington.
This report is a summary of events that occurred and is not an exact sequencing of events.
Statements have been paraphrased and summarized. My involvement in this incident was captured
on my department issued Axon body camera. For exact statements made during my investigation
please see my Axon camera footage. During this investigation I was wearing a fully marked police
uniform with badge and patches. I was also wearing an external vest with police patches on the front
and back. I was driving a fully marked police vehicle with police decals on the side and red and blue
emergency lights.
According to the notes in the call, 1 minute ago, there was a hit and run collision. A driver required
aid for an injured person. Around 1126 hours, the call was updated with the fact that it was a vehicle
vs person collision. The patient was near the Hair and Wig Beauty Supply (504 Renton Ave S). The
suspect vehicle was a gray sedan. It was last seen on Rainier towards the freeway. Another witness
called and said that the suspect vehicle was a dark gray sedan.
I arrived on scene around 1128 hours.
There were several witnesses on scene as well as the victim. The victim was identified as Emma
Janai (DOB 09/17/1970). The witnesses were identified as James D Mulliner (DOB 09/11/1995),
David O Odiyo (DOB 12/10/1992), Arnie E Bosshart (DOB 08/18/1984), Jessica A Hendricks (DOB
08/24/1994), and Adam J Cassano (DOB 01/11/1991).
1 was not able to review DOL photos for each person as DOL was not working at the time of this
investigation.
I briefly met with Janai who told me that she had hit her head and that she had a large bump on her
head. I felt the back of her head and felt the bump. She was told to standby so Renton Fire could
provide her with medical attention.
Next, I spoke with Mulliner. Mulliner told me that he had video of the female suspect after the
collision. He paused the video when it showed the license plate attached to the suspect's vehicle.
The license plate was WA LIC# CAR8749. The video showed that the suspect's vehicle was a
Nissan Sentra. Dispatch ran the license plate through a WACIC/NCIC/DOL records check.
According to the returns, the vehicle was a 2016 Nissan Sentra sedan registered to a Beatrice W
Thiriri at 225 Logan Ave S #341, Renton WA 98057. The vehicle was dark gray in color. The video
also showed the female driver of the vehicle. The driver appeared to be a black female in her 30s.
She had black hair with highlights and was wearing a black jacket with fur around the hood. I took
photos of the license plate and of the driver and later added them to the case via evidence.com. I
asked Mulliner to tell me what happened. Mulliner stated that he was on Rainier Ave S in the 400
block in his vehicle. He was set up to turn west and was going to drive into the Fred Meyer parking
lot. He was behind a King County Access bus when the collision took place. He stated that he saw
Janai in the air and saw her hit the ground. She had been hit while she was walking across Rainer
Ave S toward the Fred Meyer parking lot. Mulliner texted me a copy of the video which I uploaded to
evidence.com as well. I later reviewed the video. The video was taken after the collision. Mulliner
had followed the suspect vehicle in his vehicle and had approached the suspect on foot, while she
was in her car. While the suspect was in the driver's seat of her vehicle, Mulliner approached her car
and told her that she had just hit someone. He told her to pull over. The suspect stated that she was
sorry and was going to pull over.
Next, I spoke with Odiyo. Odiyo told me that he was driving the King County Metro Access bus that
was at the intersection at the time of the collision. He was stopped on Rainier Ave S in the turn lane,
preparing to turn west to travel into the Fred Meyer parking lot. He saw Janai walking across Rainier
Ave S and saw the suspect's vehicle collide with Janai. The suspect vehicle then went south on
Rainier Ave S. Odiyo stated that his Access bus (bus number 1149) had a surveillance camera
attached to it. He told me that he did not have access to the camera system and asked me to call his

supervisor who he identified as "Gino." Odiyo did not have Gino's phone number.
Later during the investigation, I contacted King County Metro's Access bus call center and was
connected to a Christopher Austin (unknown DOB) who provided me with his email. He told me to
forward him the AXON evidence.com link to upload the video. He told me that he would have to
request the video and would let me know if he was able to upload it or not. Austin was forwarded the
link. As of submission of this report, the video from the King County Metro Access bus has not been
uploaded to evidence.com.
Next, I spoke to Bosshart. Bosshart told me that she had been in her vehicle, behind the suspect's
vehicle, when the collision took place. She told me that just before the collision she was behind the
suspect's vehicle on N 4th PL, waiting for the light to turn green. When the light turned, Janai had the
right to cross over Rainier Ave S. A vehicle passed in front of Janai and then the suspect's vehicle
collided with Janai as she was walking across Rainier Ave S. Bosshart told me that she was so
floored by what she saw, she pulled right over. Bosshart told me that the suspect's vehicle did not
stop for a even a second. She stated that the driver of the suspect's vehicle either didn't see Janai or
just did not care that she hit her.
Next, I spoke to Hendricks and Cassano. They told me that they were in their car together. When the
collision took place, they were at the intersection on the west side, waiting to turn south onto Rainier
Ave S.
Hendricks told me that she saw the first car miss Janai in the crosswalk and then saw the suspect's
vehicle collide with Janai. She stated that Janai "went flying into the air" and the suspect just kept
going. Hendricks told me that she was so focused on Janai after the collision, she did not see what
the suspect did. She then called 911.
Cassano told me that he was in the car with Hendricks and saw the suspect make the turn. He stated
that the suspect looked like she accelerated to make the light. After the collision, Cassano saw the
suspect vehicle speed up to get out of the area. Cassano thought that when Janai had been hit by
the car, she had collided with the middle of the hood of the suspect's vehicle.
I met with Janai and she told me that she had been checked out by the Fire department. I asked her
to tell me what happened. She stated that she had dropped her car off in the shopping center on the
eastside of Rainier Ave S. When she could, she crossed the street. As she was walking across the
street, she let one car turn in front of her and then she was hit by the suspect's vehicle. She was hit
when she was halfway across Rainier Ave S, in the southbound lanes. Janai said the suspect did not
even try and stop. When Janai was hit she fell and slid on the ground. When she was hit, it caused
her pain. Janai wanted to pursue charges against the suspect and told me that the best way to reach
her was by phone or my mail to her PO BOX as she was moving and did not have a physical address
to send mail to.
Renton Fire was called to the scene and provided Janai with medical attention. Janai stated that the
left side of her body was hurting. She specifically stated she had a bump on the top right side of her
head, a bump just above her right ear, her left hand was hurting, and she was feeling pain around her
left hip and knee. She also stated that her neck was sore as well. Janai received medical attention
from Renton Fire and told me that she was going to go to the doctor later to be fully evaluated. She
completed a consent for medical records form. Janai stated that she would like to pursue charges
against the driver of the vehicle for hit and run. She told me that after she was hit, she was laying on
the ground and believed that the suspect vehicle accelerated from the scene and never tried to stop.
As I was talking with the witnesses the driver of the suspect's vehicle arrived back on scene. The
driver was the woman that was captured in the video provided by Mulliner and she was driving the
same vehicle. The driver was identified as Beatrice W Thiriri (DOB 09/28/1968). Her identity was
confirmed by WADOL photo and she was listed as the owner of the 2016 Nissan Sentra sedan
involved in the incident. Officer Bills spoke to her first. I later asked Officer Bills to tell me what she
told him. Thiriri told Officer Bills that she was making a left hand turn to go south on Rainier Ave S.
She was first in line and did not see Janai until she hit her with her driver's mirror. She told Officer
Bills that she did not stop because there was no place to stop. After the collision, she drove to
Starbucks (641 Rainier Ave S). She then put the coordinates to the location of the collision into her

GPS so she could come back to the scene. She drove over to Hardie Ave SW and then back around
the backside of the building and came back to the scene of the collision. When asked why it took her
so long to get back to the scene, she stated that she was following GPS to get her back to the area.
I asked Officer Nugent to review the cameras in the intersection to see if the collision was captured
on the cameras at the intersection. He reviewed the cameras but found out that the area of the
intersection where the collision took place was not shown on the footage.
Next, I met with Thiriri. I read her Miranda rights, verbatim, from my department issued codebook to
her. She stated that she understood her rights. Thiriri stated that she was on the east side of the
intersection in question, on N 4th PL. She was waiting to turn south onto Rainier Ave S. When the
light turned green, she was driving around 15 miles per hour and did not see Janai walking across the
street. When she noticed that she hit her, she couldn't stop because there were too many cars
driving in the area. She had made a decision to turn around and come back. When asked why she
didn't stop right away, she said that there were too many cars. She told me that it took her a while to
come back because of all the stop lights between the two locations. She told me that she put the
location of the collision into her GPS. I asked her if she lived in the area and she said yes. I asked
her if this was the way she normally went to work and she said that she used it sometimes but usually
went a different way. She told me that after the collision she did not stop because of the fact that
there were too many cars and because she was panicking. She stopped at Starbucks to use her
GPS. She told me that she was panicking, was confused, and was "out of my mind." I asked her if
she had used any drugs or alcohol, and she told me no. I did not see any signs that she was
impaired.
Officer Elfring took photos of the suspect's vehicle and of the victim.
I met with Janai again. She stated that she was going to go to the doctor to be fully medically
evaluated. She completed a Renton Police consent for medical information document and told me
that she would let me know which doctor's office she was going to go to and when she was going to
go to it. As of this time, I have not been contacted by Janai regarding her medical records.
Photos were taken of the scene and uploaded to evidence.com.
Based on the totality of this investigation, there is probable cause to charge Beatrice W Thiriri (DOB
09/28/1968) with the crime of Hit and Run (RCW 46.52.202). This investigation may require follow up
to determine if this is a misdemeanor or felony level charge because I have not received video of the
collision, and I do not have access to Janai's medical records from the incident.
There is no further information available at this time.
