EF03719 CASE# 24-8076 OF COLLISION08/01/24 17:21 NARRATIVE 24-8076 On 08/01/2024 at approximately 1723 hours, I was dispatched to a blocking vehicle collision in the 4700 block of NE 4th ST, within the City Limits of Renton, County of King, State of Washington. While en route, Dispatch advised that the collision involved two vehicles and that they were blocking one of the lanes of traffic on NE 4th Street. Upon my arrival, both occupants of Unit#2 complained of collarbone injury from their seatbelt but declined aid response. While on scene, I was able to collect each involved party's information and independent summary of the events leading up to the collision. The driver of Unit#1 said she was the sole occupant of her vehicle and was traveling westbound in about the 4700 block of NE 4th ST and approaching the South entrance to the QFC private parking lot (JEO Duvall Ave NE). The driver of Unit#1 stated that she was in lane 2 of 3 but needed to get into the QFC parking lot which was on the north side of the roadway. It should be noted that just east of the South/SE entrance to the QFC parking lot, a new right-turn only lane becomes available expanding NE 4th ST from 2 westbound lanes of travel into 3 westbound lanes of travel. The driver of Unit#1 stated she needed to get into the right lane (lane 1 of 3) to make an upcoming right turn at the parking lot entrance. The driver of Unit#1 stated she proceeded to make a right turn from lane 2 of 3 towards the South entrance of the QFC parking lot not realizing that Unit#2 was occupying lane 1 of 3. Unit#1 and Unit#2 collided in the roadway causing moderate damage to the front passenger bumper of Unit#1. The driver of Unit#1 claimed that Unit#2 was traveling fast in their respective lane of travel. The driver of Unit#2 said she and her juvenile passenger were also traveling westbound in about the 4700 block of NE 4th ST approaching the intersection of Duvall Ave NE but in lane 1 of 3. The driver of Unit#2 stated she was intending to continue towards the intersection of Duvall Ave NE where she was going make a right turn to proceed north. Upon Unit#2 passing where Unit#1 was located at in traffic, Unit#2 felt a sudden impact on the driver's side. Unit#2 suffered moderate damage to the front and rear driver's side doors as a result of the collision. Based on the above statements, I determined that the driver of Unit#1 (Virk) is the proximate cause for the collision as Virk violated RCW 46.61.290 which covers right turns and stated that "both the approach for a right turn and a right turn shall be made as close as practicable to the right-hand curb or edge of the roadway." Virk instead made her turn into the parking lot from lane 2 of 3 instead of the furthest right lane (lane 1 of 3). 1 issued a Virk a citation via mail for the improper turn. Unit#1 was moved off the roadway where the driver stated they would make private tow arrangements. Unit#2 was able to be driven away without further incident with the exception of the front driver's side door operation. An exchange of information was provided to all involved parties.
