Unless otherwise noted,the following occurred in the City of Renton, County of King, WA.
On 02-19-2025 at approximately 1931 hours I was dispatched to a collision that occurred at Sunset View
Apartments (3030 NE 10th St).The reporting party verbally identified himself as Matthew Kane, living in#207,
to 911 a call receiver. Matthew stated a vehicle possibly struck the apartment building.
I arrived at approximately 1935 hours with Ofc Rivera. I observed a blue Subaru Forester(WA Lic/CRV1344) on
the north side of the building.The vehicle's front end was facing the building, in a parking space, and had
clearly jumped over a cement curb.There are larges bushes between the parking spaces and the building.The
vehicle collided into the bushes.The Renton Fire Authority responded and confirmed the vehicle did not strike
the building.
There were several males around the vehicle assessing on how to get the vehicle out of the bush. I spoke with
the registered owner/driver/sole occupant who was identified by WA DOL as Victor Alvares-Rivera (DOB
05-15-1988). Victor's primary language is Spanish. Once connected with a Language Line interpreter,Victor
told me he was re-parking the vehicle in the lot and confused the gas and brake pedals, causing him to drive
the vehicle forward into the bushes. Victor did not exhibit signs of being impaired and stated he was not
injured.
A record's check of Victor's information stated Victor does not have valid driver's license, but he did furnish an
identification card to me. Victor initially told me he just purchased the Forester and had obtained insurance
but had not received insurance documents yet. I asked him to find email confirmation of his new insurance. I
gave Victor a few moments to do so, but he went back to the vehicle to help the other bystanders. I asked
Victor again to provide me with his insurance. Victor then told me he misunderstood me, had not gotten
insurance yet and stated he would be obtaining insurance tomorrow.Victor was advised he would be issued
tickets for both above infractions. Reference citation#5A0168918.
Victor told me he had a friend on the way with a vehicle that had towing capabilities. I allowed Victor to move
his vehicle on his own after my departure since the only damage was to his vehicle and bushes.
During this incident I was equipped with body-worn camera which records both audio and video. Portions of
the incident were recorded.This report is merely a summary of the incident and is not intended to be an exact
