EF08263 CASE# 24-8885 OF COLLISION 08/23/24 11:34 OF CbLLI510N NARRATIVE On 08/23/2024 at approximately 1134 hours, I was dispatched to a vehicle collision at the intersection of Renton Ave S and Hardie Ave SW, within the City Limits of Renton, County of King, State of Washington. While enroute, Dispatch advised that both vehicles were still on scene not blocking traffic. Upon my arrival I collected each involved party's information and had them move to the McDonald's parking lot on Rainier Ave S and Renton Ave S to clear the roadway. Once in the parking lot I collected their independent recollection of their involvement leading up to the collision. The driver of Unit#1 (Martinez) was the sole occupant of her vehicle. I confirmed her identity through her WADL. She stated that she was traveling East on Renton Ave S in lane 1 of 2 when she looked up and noticed that the traffic signal at the intersection of Renton Ave S and Hardie Ave SW was red. She stated that she applied the brakes but was unable to stop and went into the intersection causing her to collide with the driver side of Unit#2. She admitted that she ran the red light and was at fault for the collision. Martinez provided me with her license, registration, and proof of insurance. The driver of Unit#2 (Passafiume) was the sole occupant of his vehicle. I confirmed his identity through his WADL. He stated that he was traveling North on Hardie Way SW when he approached the intersection of Renton Ave S and Hardie Ave SW and had a green light, so he proceeded through the intersection. As he proceeded through, Unit#1 entered the intersection against the red light and collided with the driver side of his vehicle. Passafiume had a dash camera that I reviewed and saw the footage of the accident confirming both parties' stories. I provided him a link to upload the video to the case. Passafiume had not previously provided me with proof of insurance when I asked him. He stated it was in another vehicle that his wife was using. When I followed up a few minutes later he then informed me that his insurance had expired, and he was driving uninsured. Based on the above statements, I determined that the Driver of Unit#1 (Martinez) is the proximate cause for the cause of collision due to Entering an Intersection against a Steady Red Circle (Reference RCW 46.61.055(3A)). Martinez violated RCW 46.61.055(3A) as vehicle operators facing a steady circular red signal alone shall stop at a clearly marked stop line, but if none, before entering the crosswalk on the near side of the intersection or, if none, then before entering the intersection control area and shall remain standing until an indication to proceed is shown. Passafiume was in violation of RCW 46.30.020 (1)(a) No person may operate a motor vehicle subject to registration under chapter 46.61.16A RCW in this state unless the person is insured under a motor vehicle liability policy with liability limits of at least the amounts provided in RCW 46.29.090. 1 cited Martinez via mail for Vehicle Entering Intersection against a Steady Red Circle. I cited Passafiume via mail for Operating a Motor Vehicle Without Insurance. Unit#1 and #2 both had significant damage but could be driven away without further incident.
