HomeMy WebLinkAboutEX_20_HEX_RRFA_PPTRenton Regional Fire Authority New Fire Station 16 and Maintenance Building PUBLIC HEARING, FEBRUARY 25, 2025 JILL DING, SENIOR PLANNER Brief Description The applicant, Renton Regional Fire Authority, is requesting a Hearing Examiner Conditional Use Permit, Site Plan Review, and street standards and driveway modifications to construct a New Fire Station 16 and Maintenance Building. The project site is zoned R-4. The project site is approx. 3.48 acres and is comprised of 4 parcels. No critical areas are mapped onsite. Brief Description The Proposal would include: A Lot Combination and alley vacation, being processed under a separate application; A 14,314 sq. ft., 25’ tall fire station with 3 apparatus bays; A 13,282 sq. ft., 38’ tall maintenance building with 5 apparatus bays; Approx. 20 surface parking spaces; Access off SE 128th St (2 curb cuts) and 158th Ave SE; and Modified street standard to comply with NE 4th St Corridor Improvement Plan and permit a 60’ wide driveway. Brief Description A 14-day public comment period commenced on December 18, 2024; The commend period ended January 2, 2025; Comments were received from the Duwamish Tribe and US Army Corps of Engineers; The Environmental Review Committee adopted two SEPA mitigation measures to address the comments received. Analysis Site Plan, Conditional Use Permit (CUP), and Street Standard and Driveway Modification, Analysis: The proposal is consistent with relevant Comprehensive Plan Land Use and Transportation Element policies; The proposal is compliant with all relevant zoning regulations if all conditions of approval are complied with; The proposal is compliant with the CUP criteria if all conditions of approval are complied with; The proposal is compliant with the Modification criteria if all conditions of approval are complied with; and The proposal is compliant with the Site Plan review criteria if all conditions of approval are complied with; Availability of Public Services Police and Fire Prevention staff indicate that sufficient resources exist to furnish services to the proposed development. Water service is provided by Water District 90. Sewer service is provided by the City of Renton. Sewer improvements will be required within and around the project site. The applicant submitted a Drainage Report, prepared by LPD Engineering, PLLC The proposed project would provide underground detention facilities and a modular wetland system to meet surface water flow control and water quality requirements. The project would be required to comply with the City of Renton Surface Water Design Manual (SWDM). Recommendation Staff recommends approval of the Renton Regional Fire Authority New Fire Station 16 and Maintenance Building, File No. LUA24-000373, CU-H, SA-H, ECF, MOD as depicted in Exhibit 2, subject to 9 conditions of approval.
