Date:November 21, 2024 Subject: Chipotle – Renton Washington (KH 090191000) Trip Generation and Transportation Impact Fees Kimley-Horn and Associates, Inc. (Kimley-Horn) has been retained to provide a trip generation memorandum for a proposed Chipotle Development (Development) in the City of Renton (City). This memo summarizes the trip generation and transportation impact fees for the change of use for the existing building. The Development is located along the west side of Benson Road S, north of SE 180 th Street, on parcel 3223059065. The site is currently listed as occupied with a drive-in bank per the King County Parcel Viewer webpage but appears to currently have a mix of commercial uses based on online mapping information. A site vicinity map is shown in Figure 1. TRIP GENERATION The Development is proposed to consist of a 3,182 square foot (SF) fast casual restaurant. The trip generation calculations have been performed using data published by the Institute of Transportation Engineers (ITE)Trip Generation Manual, 11st Edition (2021) as outlined in the City of Renton Transportation Impact Analysis (TIA) Guidelines.The average trip generation rates for ITE Land Use Code (LUC) 930, Fast Casual Restaurant, have been used for the trip generation for the proposed Development. ITE does not identify a pass-by rate for a Fast Casual Restaurant; therefore, no pass-by rate was applied to be conservative. However, it would be anticipated that a pass-by rate similar to high turnover sit down restaurant could be applied. The trip generation for the Fast Casual Restaurant is summarized in Table 1. The existing 3,182 SF building on-site is a Drive-in Bank and credit for the existing use is based on average trip generation rates for ITE LUC 912, Drive-In Bank. It is important to note that ITE LUC 912 has an AM peak-hour pass-by rate of 29% and a PM peak-hour pass-by rate of 35% based on GFA. To remain conservative in the total anticipated volumes, the higher pass-by rate of 35% has been applied to the ADT generation. The trip generation calculations for the Drive-in Bank are summarized in Table 2. The trip generation shows the Development will not generate more than 20 peak-hour vehicle trips to the adjacent roadway system; therefore, no trip distribution is required. The City would therefore not require a full traffic impact analysis (TIA). The trip generation calculations are provided in Appendix A. TRANSPORTATION IMPACT FEES The City imposes transportation impact fees on new developments based on the rates of the City of Renton Fee Schedule 2023-2024 revised April 2024.The schedule provides a fee per square foot of $68.10 for the Fast Casual Restaurant. According to RMC 4-1-190G, when an impact fee applies to a change in land use, the applicable impact fee for the land use category will receive credit for the previously paid land use category. The fee per square foot for the drive-in bank is $120.84 that will be credited towards the Developments transportation impact fee. Based on the square footage of the building not increasing with the Development and a transportation impact fee credit for the bank of $52.74 per square foot; a transportation impact fee would therefore not be required for the Development. The City of Renton Fee Schedule 2023-2024 revised April 2024 is provided in Appendix B.
