Redevelopment of Former Bank at North Benson Center

Dear Jill:
Per CUP requirements, we’ve composed the following narrative.
Project Narrative
The project consists of the renovation of an existing building. The primary structure and most of
the exterior walls will be retained. Glazing will be replaced. There will be alterations to the
exterior that include new modulations and banding, as well as a “pick-up window” in the same
location as the existing bank, drive-through window. A service enclosure will be added on-site,
and new parking spaces will be added. To accommodate City requirements, there will be
improvements to the sidewalk and utilities. The use of the structure will be changed to
“Restaurant.”
• Zoning: CMU / CA
• Current use of the site and any existing improvements: Vacant commercial bank building.
• Special site features (i.e., wetlands, water bodies, steep slopes): Potential steep slope on
the east side.
• Statement addressing soil type and drainage conditions: Soils are the site are Alderwood
gravelly sandy loam, with a cut slope of approximately 10 feet between the right-of-way and
the site. Below the cut slope, there are dense native soils within 2.5 feet of grade.
Perched groundwater is possible. See the geotechnical report for more information.
• Proposed use of the property and scope of the proposed development: Proposed use is a
Restaurant. Height, area, lot coverage, access is substantively unchanged due to the
building being existing. Parking spaces are being added to the east side adjacent to the
street improvement.

• Proposed off-site improvements: The proposed off-site improvements include frontage
improvements along 108th Ave SE (the easternmost frontage) with removal and replacement
of the existing sidewalk, landscape, and respective utilities (demolished utilities will be
replaced in-kind). Undergrounding of an overhead powerline will also occur in this frontage
area.

• Total estimated construction cost and estimated fair market value of the proposed project:
$1,400,000 including approximately $250,000 in offsite improvements.
• Estimated quantities and type of materials involved if any fill or excavation is proposed
• Number, type and size of trees to be removed: None will be removed.
• Explanation of any land to be dedicated to the City: Approximately 1,300 SF of existing
private property at the property’s southeast corner will be dedicated to the City along 108th
Ave SE. This area is roughly 5.5’ into the property for a length of approximately 235’.
