1. Consistency with Plans and Regulations
This project is primarily a tenant improvement for a King County department, proposed for relocation to
an existing King County office building owned by King County. The project proposes no change in the
building’s use and is consistent with the City of Renton’s comprehensive plan, existing CO zoning and
other City regulations and plans.
2. Appropriate Location
The proposed location in the Black River Office Building will not change the function of the building. The
AFIS Lab will have a lower concentration of County employees than the previous tenant, the King County
Department of Permitting and Environmental Review. The existing Type B Occupancy office building is
well suited to this use. The Lab primarily collects finger prints and DNA, and photographs crime scene
evidence. No hazardous materials are employed in significant quantities for this work.
3. Effect on Adjacent Properties
The adjacent properties are similar office buildings. No substantial or undue adverse effects on adjacent
properties will result from this proposal.
4. Compatibility
A 3,065 square foot one story Vehicle Inspection Facility will be added to the existing three story office
building. This will result in a minor change to the scale or character of the existing building. One new
emergency exit door will be added to the existing building. No other changes will be made, and overall
the compatibility of the building with the neighborhood will be unchanged.
5. Parking
The project site currently has 353 parking spaces. The AFIS Laboratory staff will require no more than
15 spaces. The current parking count is in excess of the maximum currently allowed by the City for
new developments. This proposal will reduce current parking by 24 spaces.

6. Traffic
Unlike the previous tenant, the King County Department of Permitting and Environmental Review, the
proposed AFIS Lab does not provide any services directly to the public. Traffic to and from the site will
be significantly reduced. Existing site access and circulation are appropriate.
7. Noise, Light and Glare
No additional noise, light or glare impacts will be produced by this proposed tenant. The primary AFIS
lab space is essentially an office/clerical occupancy. Activities in the Vehicle Inspection Facility are limited
to collecting fingerprints and photographing vehicles seized as evidence. No automotive work producing
noise will take place.
8. Landscaping
Existing mature landscaping on the site will be maintained, except in the footprint of the Vehicle
Processing Facility and relocated fire equipment lane. New landscaping will be added in disturbed areas,
consistent with City design standards. No adverse effects on adjacent properties will result from this
proposal.
