NARRATIVE
24-10328
On 10/02/2024 at approximately 1656 hours, I was dispatched to a non-injury and blocking vehicle
collision in the intersection 4000 block of East Valley Road and SW 41 st Street, within the City Limits
of Renton, County of King, State of Washington.
Upon my arrival, I confirmed there were no complaints of injury requiring immediate medical response
at the time of report. While on scene, I collected each of the involved party's driving information and
their independent recollection of the events leading up to the collision.
Per Language Line Solutions for Spanish, the driver of Unit#1 stated that he was the sole occupant
of his vehicle and prior to the collision was traveling northbound in about the 4000 block of East
Valley Road (JSO SW 41st ST) in the center-turn-lane. The driver of Unit#1 had pulled into the
center-turn lane and stopped to yield to traffic with the intent to make a left-turn into a private property
parking lot. The driver of Unit#1 stated that one of the southbound lanes of travel on East Valley
Road (lane 2 of 2) had made an opening for Unit#1 to make the turn. The driver of Unit#1 did not
see Unit#2 traveling in the other southbound lane (lane 1 of 2) on East Valley Road which Unit#1
needed to traverse across. The driver of Unit#1 proceeded to make the left turn across the
southbound lanes of travel. While Unit#1 was turning, he noticed Unit#2 approach. The driver of Unit
#1 stated that both vehicles collided in the roadway causing significant damage to the front
passenger side axle, fender, and quarter panel of Unit#1.
The driver of Unit#2 said he was the sole occupant of his vehicle and was traveling southbound in
about the 4000 block of East Valley Road (JSO SW 41 st ST) in lane 1 of 2. The driver of Unit#2
stated he was intending to continue south. The driver of Unit#2 stated as he continued going straight
ahead, Unit#1 turned in front of his vehicle. The driver of Unit#2 stated he tried to stop but was
unable to avoid the collision and both vehicles collided causing moderate damage to the front of Unit
#2.
An independent witness, identified as Judy Landin, confirmed the above statements made by both
parties and has been added to this report for reference.
Based on the above statements, I determined that the Driver of Unit#1 (VILLALBACIFUENTES) is
the proximate cause for the collision due to not granting the right of way during a left turn causing a
collision. The driver of Unit#1 violated RCW 46.61.185(1) by being the driver of a vehicle intending to
turn to the left within an intersection and not yielding the right-of-way to any vehicle approaching from
the opposite direction which is within the intersection or so close thereto as to constitute an
immediate hazard. The driver of Unit#1 (VILLALBACIFUENTES) did not grant the right of way to Unit
#2 traveling in the roadway which had the right of way and was already underway. Due to Unit#1
having to traverse across oncoming traffic, the driver of Unit#1 must wait until the intersection is clear
of hazard prior to proceeding.
Unit#1 had to be towed due to extensive damage. Unit #2 was able to be driven away from the
scene. An exchange of information was provided to all involved parties.
