Conditional Use Permit Application
Project Narrative
1. Project Name and Location
King County AFIS Laboratory Replacement
Black River Building (existing King County office building)

2. Size
Tenant Improvements inside existing building, first floor: 15,585 gross sf
Building Addition, Vehicle Inspection Addition: 3,065 gross sf
Total existing building area (3 stories): 74,915 gross sf

7. Statement addressing Soil Type and Drainage Conditions
Geotechnical boring data show that the subsurface conditions at the site include fill over native soils.
The fill is about 5 to 6 feet in thickness and includes loose to medium dense, sand, silty sand and silt.
The native soils below the fill include 15.5 feet of very soft and very loose, silt, clay and silty sand. We
believe these soils represent the upper part of the alluvium indicated in the geologic map. The soils
under this upper alluvium include medium dense to very dense sand and gravel. We believe these soils
represent the lower alluvium. Both borings ended in this unit.
Groundwater was encountered at a depth of 6 feet 8 inches at the time of drilling. Based on our
experience with the subsurface conditions in the site vicinity, we believe that the depth of groundwater
is affected by precipitation. We expect that the groundwater may fluctuate between about 6 to 10 feet
below ground surface.
The project Geotechnical Engineer has concluded that onsite infiltration is infeasible as site soils
consist of fill materials in the upper 5 to 6 feet.

8. Proposed use of Property and Scope of Proposed Development:
The King County Regional Automated Fingerprint Identification System (AFIS) Lab and the Sheriff’s
Department Photography Lab will be relocated to the first floor of King County’s Black River Building in
Renton Washington.
This project will provide tenant space to securely and safely manage, examine and process evidence.
The Lab does not employ or expel hazardous materials in significant quantities.
In addition to lab space, tenant improvements will provide conference rooms and facilities for training lab
examiners and law enforcement personnel. A break out area and break room Secure long term archival
evidence storage is also accommodated.
A single story, 3,065 square foot, addition to the Black River Building is planned to provide secure space
for the Processing of vehicles and oversized evidence that cannot be processed in the principal lab.
Currently the AFIS Lab does not have such a facility and must gather evidence by dispatching
investigators to crime scenes. The Vehicle Processing Facility will significantly improve evidence security
and staff efficiency.
In summary, the AFIS Lab is King County agency tenant planning to occupy existing County tenant office
space within a (B) occupancy office building and owned by the County, with a type B vehicle expansion
facility that increases the building’s size by four percent.
9. Plat Information: Not Applicable.
10. Access:
Primary existing site access is from Oakesdale Avenue SW via a 30 foot wide two lane apron. Oakesdale
has a landscaped median strip at this location so no left turns are possible out of the site. Additional
vehicle access is provided by connections between parking areas serving adjacent office buildings . No
modifications to site access are required or proposed for this project.
11. Proposed Off-Site Improvements: None proposed.
12. Total Estimate Construction Cost: $6,000,000.
13. Estimated Quantities and Type of Materials Involved if any fill or excavation is proposed:
Approximately 250 cubic yards of excavation is required for the Vehicle Processing Facility construction
(building addition). Approximately 125 cubic yards of structural fill will be added under the floor slab.
14. Number, Type and Size of any Trees to be Removed:
The site has 39 trees over 6 inch diameter and alder or cottonwood trees at least 8 inch diameter.
33 trees will be retained.
Priority One landmark trees: All will be preserved.
Priority Two healthy tree groupings: All will be preserved.
Priority Three: Four 8-11 inch diameter Betula Papyrifera (Paper Birch) will
be removed.
One 10 inch diameter Catalpa Bignonioides (Catalpa) will
be removed.
A tree retention worksheet is included in the Land Use Application.

15. Land to be dedicated to the City: None proposed.
16. Proposed Job Shacks, Sales Trailers, Model Homes: The General Contractor may have a
construction trailer on site, or may occupy the existing building during construction. If a trailer is installed
it will not be visible from Oakesdale Street.
17. Any Proposed Modifications being Requested: None.
18. Projects Located Within 100 feet of a Stream or Wetland: Not Applicable.
19. Projects Located Within 200 feet of the Black River, Cedar River, Springbrook Creek, May Creek,
Lake Washington: Not Applicable.
