EF14464 CASE# 24-9310 OF COLLISION 09/04/24 15:28 OF CbLLI510N NARRATIVE 24-9310 On 09/04/2024 at approximately 1530 hours, I was dispatched to a two-vehicle collision with reports of injury just north of the intersection at Talbot Road South and South 43rd Street, within the City Limits of Renton, County of King, State of Washington. Upon arrival, I contacted the involved parties and determined that the driver of Unit#2 was complaining of lower back pain. The Renton Regional Fire Authority (RRFA) later arrived on scene and treated the involved driver. RRFA released all involved parties at the scene. While on scene, 1 collected the involved parties driving documents and their independent recollection of events leading up to the collision. The driver of Unit#1 said he was the sole occupant of his vehicle and was traveling southbound in about the 17900 block of Talbot Road South just north of the intersection of S 43rd ST. The driver of Unit#1 stated he was traveling directly behind Unit#2 and saw as Unit#2 had come to a stop for queued traffic at the upcoming intersection. The driver of Unit#1 stated that he simply was unable to stop in time and subsequently collided with the rear of Unit#2 causing moderate damage to the front of Unit#1. The driver of Unit#2 said she was the sole occupant of her vehicle and was also traveling southbound in about the 17900 block of Talbot Road South just north of the intersection of S 43rd ST. While Unit#2 was stopped for queued traffic, Unit#1 collided with the rear of Unit#2 causing minor damage to the rear of Unit#2. The driver of Unit#1 (Marsh) was not paying attention to traffic in front of him. Marsh violated Renton Municipal Code (RMC) 10-12-25 -Inattentive Driving which is defined as any person to drive a motor vehicle on any public highway, street, alley, or road in an inattentive manner in the City of Renton. "Inattentive manner" in this section means a lack of: 1) attentiveness required to safely operate the vehicle under the prevailing conditions, including, but not limited to, the nature and condition of the roadway, the weather conditions, the presence of pedestrians, the presence of other traffic, or by the driver focusing or directing the driver's attention to something other than driving the motor vehicle; or 2) attentiveness that would permit the driver of a motor vehicle to observe anything resting on, or traveling on, or entering the roadway in time to take appropriate action as circumstances require. (Ord. 4462, 7-25-94, eff. retroactive to 7-1-94; Ord. 5635, 11-14-11). Based on the above statements, 1 determined that the Driver of Unit#1 (Marsh) is the proximate cause for the collision due to inattention causing a collision. Marsh should have been paying closer attention to the movement of traffic in front of him. I cited Marsh via mail for Inattention. Both involved vehicles were able to be driven away without further incident. An exchange of information was provided to all involved parties.
