NARRATIVE
On September 4, 2024, at approximately 1539 hours, I was dispatched to a blocking vehicle collision
in the 15200 block of 140th Way SE, within the City Limits of Renton, County of King, State of
Washington.
Upon arrival, I confirmed the collision was non-injury. There, I was able to collect each involved
party's information and independent summary of the events leading up to the collision.
The driver of Unit 1 said she was operating her vehicle and was exiting the parking lot of The
Preserve at Cedar River Apartments, just south of Maple Valley Hwy and 140th Way SE. She
planned on making a right turn into the roadway on 140th Way SE. As she prepared to make her right
turn, she made sure to look both ways (twice). Once she entered the roadway, she was
subsequently struck by unit 2. She stated she never saw the vehicle, and her front passenger
reaffirmed her statement. The driver of unit 1 insinuated that the driver was speeding up the hill in
lane 1, which she suggested was the cause of the collision.
I then spoke with the driver of Unit 2. He said he was the sole occupant of his vehicle and was
traveling southbound on 140th Way SE in lane 2. As he passed the entrance to The Preserve at
Cedar River Apartments, he was struck on his passenger side. He stated that the driver of unit 1
made an improper right turn by bypassing lane 1 and entering lane 2, subsequently striking the side
of his vehicle.
Both vehicles sustained moderate damage, but unit 1 was undriveable. It was later towed by Gene
Meyers Towing. Unit 2 is a dually, and it lost one of its wheels. Although one wheel was missing, the
vehicle was still able to move under its own power. The vehicle was driven away by its driver.
After gathering more information and reviewing the debris in the roadway, the collision was more
consistent with what the driver of unit 2 stated. I noticed a debris cone about 10 feet south of entrance
to The Preserve at Cedar River Apartments. The fragments coned south from inside lane 2.
*It is important to note that the driver of unit 1 changed their story and explained that the collision
occurred just south of the entrance to The Preserve at Cedar River Apartments. She stated they were
already going southbound when unit 1 moved lanes and struck her vehicle.
Based on the above statements, I determined that the driver of Unit 1 is the proximate cause for the
collision as they violated RCW 46.61.290 which covers right turns and stated that "both the approach
for a right turn and a right turn shall be made as close as practicable to the right-hand curb or edge of
the roadway." I gave her a verbal warning.
