EF16421 CASE# 24-9624 OF COLLISION 09/13/24 12:31 OF CbLLI510N NARRATIVE blue/2 wb green slv It eb to nb CC Within the city limits of Renton/King/WA I responded to a 2 vehicle blocking crash at the intersection of NE Sunset Blvd and Duvall Ave NE. When I arrived I located one car still blocking the intersection facing west in lane one and the other vehicle involved had pulled into the parking lot on the NE corner. I contacted the driver of unit 2 still blocking the road. He told me he was hurt from the crash but was able to move his vehicle out of the intersection while waiting for Fire to arrive. He told me that he was on Sunset and crossing the intersection on his green light when he saw unit 1 cross his path. He told me he slammed on the brakes but it wasnt enough to avoid contact with unit 1. He was checked and released by Renton Fire. Damages to his car required a tow truck. I contacted the driver of unit 1 ID'd by his picture WA-ID. A WACIC/DOL check via Dispatch revealed he did not have a valid drivers license. He told me he was making his left on his green light. (Based on my training and experience this intersection would not have this combination of lights green at the time, nor would the multiple computers allow this error as well.) The driver of unit 1 insisted he was on his green light. He was unable to provide valid proof of insurance and his registration expired on 4 -18-2024. He acknowledged he did not have a drivers license. Another male arrived on scene and said he was on his green light. Even though he was merely acknowledging what unit 1 had said. I talked with a witness that had called 911 two separate times who told me he was stopped facing northbound and could see unit 2 light was clearly green as well as traffic moving both direction east and west. I contacted the city streets dept and asked if they could check the cameras for this time and intersection ref this crash. Unit 1 was eastbound in lane 2 in the video. Both the east to north left turn lanes were empty and the camera showed these lights were solid red. Unit 1 made a left turn across 4 lanes of traffic. His light for lane 2 was green. However, he made a left turn across the 2 left turn lanes and across both westbound lanes ultimately crashing with unit 2. The video clearly showed unit 2 west bound in lane one on his green and his statement of trying to brake but having contact with unit 1 is also supported by video, brake lights, unit 1 negligent driving and the crash, all caught on camera. Unit 1 drove knowingly without a drivers license. Was operating a motor vehicle on the public roadway without valid proof of insurance and expired tabs more than two months. He also operated a motor vehicle in a manner that is both negligent and endangers or is likely to endanger any person or property by making a left against the two left turn lane red lights with approaching traffic from the incorrect lane causing a 2 car crash with injury and most likely a total lost to both cars without insurance. I cited unit 1 driver ref RCW 46.16A.030 expired tabs more than 2 months, ref RCW 46.20.015 Driving with no valid operators license with ID, ref RCW 46.30.020 No valid proof of insurance and ref RCW 46.61.525 Negligent driving second degree 2 car injury crash via complaint.
