Narrative
On 2/27/2025, at 1930, 1 responded for an assignment for an Accident Hit and Run at the Target department
store located at 1215 N Landing Way in the City of Renton, King County, Washington State.
Call notes stated an accident with no injuries occurred at this location and that the suspect vehicle, (a silver
Toyota Tacoma bearing WA license D63482E, registered out of Renton), had left the scene.
While en route, I was advised that the victim, Bogdan A. Cosaran (DOB 07/02/2004), as no longer at Target.
Bogdan followed the Tacoma until he could obtain a clear picture of the vehicle's license,then parked at the
Santa Fe Mexican Grill located at 1170 NE Sunset Boulevard. I located Bogdan and his vehicle, (a black Kia
Forte bearing WA license CDL5058), at this location and he made the following statement:
At approximately 1919, Bogdan was parked in a stall at the Target parking lot. He described the stall as located
approximately 100 feet away from the Target storefront, near a concrete island from which trees grew.The
suspect's Toyota Tacoma was parked directly across from him.The Tacoma backed up, striking the front of
Bogdan's vehicle with its rear bumper.After this,the Tacoma drove quickly from the Target parking lot.
Bogdan followed the vehicle east on NE Sunset Boulevard, obtained the photograph, and parked.
Bogdan pointed to an area on the corner of his front, passenger-side bumper. I saw paint scratches. He
pointed to another section towards the center of the bumper and I observed what appeared to be
light-colored paint transfer. Bogdan showed me the photo of the silver Tacoma and pointed to a portion of its
rear bumper where what looked like black paint transfer was present. He stated all of this damage was done
during the accident in the parking lot.
I noted that the scratched paint appeared to be the only visible damage to the vehicle.
I asked Bogdan if he saw the driver of the vehicle, and he said, "no."
I provided Bogdan a report number and a link to upload photos via Axon Capture. He did so and I received
three pictures:two of damage to his bumper, and one of the suspect vehicle's bumper.
I responded to Target and spoke to loss prevention personnel, who allowed me to view security video. We
examined footage from 1915-1920, but did not observe the incident taking place during that time. Loss
prevention employees stated they would contact me if they located footage involving the described vehicles.
This incident occurred in the sCity of Renton,King County,Washington State.

There is no suspect information at this time.
Observing that the unknown driver of the Toyota Tacoma was involved in a collision with Bogdan's Kia Forte,
then left the area without making any attempt to exchange information, I determined that there was probable
cause for Hit and Run-Attended.
There is no suspect information at this time. If security footage of the accident was captured at a different
time or in a different area of the parking lot, it is possible that a suspect description may be available.
My involvement in this incident was captured on my body-worn and in-car camera.
