EF67872 CASE# 24-8228 OF COLLISION 08/05/24 15:41 OF CbLLI510N NARRATIVE At 1557 hrs on 8/5/2024, 1 was dispatched to what turned out to be two separate hit and run collisions in the parking lot of Walmart. Walmart is located at 743 Rainier Ave S, within the city limits of Renton, King County, Washington State. The initial 911 call on the first collision had come in at 1459 hrs, when dispatch at MV Transportation (Access buses) had called to report that one of their motor coaches had been hit in the parking lot by a white Chevrolet Malibu (WA CHY5963), and that the Malibu had fled. That collision is documented under case 24-8292. Due to a high volume of priority calls, we were unable to respond to that call until my dispatch. During that time, Dispatch received a 911 call about a second hit and run collision in the Walmart lot involving the same suspect vehicle. When I arrived, I was unable to locate the Access bus. As I approached the front of the store, I was flagged down by Maryam Sulaiman, who turned out to be the second victim driver. Sulaiman's collision will be documented under 24-8228. Sulaiman led me to her car, which was in the south portion of the lot. I saw that Sulaiman's 2013 Honda CR-V (WA AOG4327) had a deep scratch visible across both the rear hatch and the adjacent right rear panel, which I evaluated as over $1000 in damages. I photographed the car, and uploaded the photos into Evidence.com. Sulaiman gave me the following account: Sulaiman and her young son had just gotten out of their CR-V, and were standing on the passenger side of the car, which was nosed into a spot on the north side of their parking aisle. Suddenly, a white Chevrolet Malibu started quickly backing out of a stall on the south side of the parking aisle, and sped backwards directly into the back of Sulaiman's Honda. Sulaiman was screaming, and the impact was hard enough to push the CR-V a few inches forward in the parking space. Sulaiman was afraid that the impact was going to push the car into she and her son. At the same time, a neighboring driver on the passenger side of Sulaiman's car who was backed into her own space had been honking in an attempt to alert the Malibu driver that he was about to crash into Sulaiman's car. The Malibu driver then started driving west down the parking aisle, with Sulaiman running after him telling him to stop. The Malibu stopped, and Sulaiman was able to catch up on the car's driver's side. Sulaiman saw that the driver was the car's sole occupant; he was a Hispanic male, short and heavyset, and bald. Sulaiman was yelling that the driver needed to stop so they could exchange information. The driver did back up to near the spot where the collision occurred, but as Sulaiman started to call 911, he drove away to the front of the store and then north out of the lot. Sulaiman told me that she believed she could identify the driver. On 8/6/2024, 1 spoke with MV Transportation (Access) Road Supervisor Joseph Fe'a. Fe'a had gone to Walmart after the collision, when driver Priscilla Jordanger had notified her dispatch of the collision. Fe'a told me that by the time he arrived, Jordanger had been contacted by a male who identified himself as Donovan Joseph. Joseph gave Fe'a a statement, in which he said that he had been passenger in the Malibu. Joseph claimed that he did not know the suspect driver's name, but that they both lived in the same halfway house at 7025 S 133rd St. Joseph also told Fe'a that the suspect driver had been drinking. Fe'a described Joseph as a white male wearing a black backpack. Fe'a was directed to the suspect Malibu, which was still parked in the south part of the Walmart lot. Fe'a saw that there was a heavyset medium complected male in the driver's seat of the Malibu, apparently passed out or asleep. Fe' tried knocking on the window and yelling to the driver; neither got any reaction, nor did knocking on the car's door get any response. Fe'a told me that the Access coach had suffered damage to both the driver's running board and to the passenger area air conditioning intake. Fe'a said that Access policy kept him from photographing the Malibu driver, but he had photographed the Malibu itself, which had visible damage to the right front bodywork. I sent Fe'a an Axon upload link, and he uploaded his photos into Evidence.com. I was able to get Walmart surveillance video through their loss prevention unit. In the video, I saw that the Malibu was driving southbound across the face of the store when it apparently sideswiped the standing Access bus. The Malibu stopped briefly, drove south towards the Grocery entrance, then east into the parking lot. The Malibu pulled into a parking space, but the driver failed to brake until the front of the car struck a car parked in the space beyond. A white male wearing a black backpack got out of the front passenger seat of the Malibu, and a bald male in an orange tank top exited the driver's PAGE 3 OF 6 REPORT NO. Video also showed the Malibu backing out of the parking spot later, and reversing directly into the back of Sulaiman's parked CR-V; as it drove away, the driver in the orange tank top was visible through the windshield. The Malibu showed Michael Pelayo as registered owner. DOL showed 7025 S 133rd St, Seattle as address of record for both the Malibu and Pelayo. I generated a six-person photo lineup, which included Pelayo's DOL photo. Officer Tibeau presented the lineup to Sulaiman on 8/6/2024. Tibeau was not familiar with my investigation, and did not know the significance of any of the subjects in the lineup. I later reviewed Sulaiman's montage report, which showed that she positively identified subject#2 in the lineup as the hit and run driver who struck her CR-V. Subject#2 was Pelayo. On 8/7/2024, Officer Danilyuk presented the lineup to Jordanger and Fe'a, seperately. Danilyuk was also not familiar with my investigation, and did not know the significance of any of the subjects in the lineup. I later reviewed both montage reports; Jordanger was unable to identify any of the subjects in the lineup, and Fe'a positively identified subject#2 as the male who he had seen passed out in the Malibu when he responded to Walmart.
