NARRATIVE
On October 9, 2024, at approximately 1418 hours, I was dispatched to a blocking vehicle collision in
the 3904 of NE 4th St, within the City Limits of Renton, County of King, State of Washington.
Upon my arrival, I confirmed there were no complaints of injury requiring immediate medical response
at the time of report. While on scene, I collected each involved party's driving documents and their
independent involvement leading up to the collision.
The driver of Unit 1 stated he was the sole occupant of his vehicle and was attempting to exit a
private property parking lot, located at 3904 NE 4th St, and on the north side of the roadway. The
driver of Unit 1 stated that he was intending to make a left turn out of the parking lot to proceed
eastbound onto NE 4th St. The driver of Unit 1 stated that the number one westbound lane of NE 4th
St was occupied. The driver in lane 1 had stopped and created an opening in traffic to allow enough
space for Unit 1 to turn. The driver of Unit 1 believed all westbound traffic on NE 4th St was clear and
therefore proceeded out into the roadway. As Unit 1 reached the number 2 westbound lane, Unit 1
was met by another vehicle - Unit 2. The driver of Unit 1 claimed he did not see Unit 2 traveling in the
number 2 westbound lane due to the other vehicle being large and obscuring his vision. The driver of
Unit 1 stated that he was unable to avoid the collision after having pulled out into the roadway and
that Unit 2 struck the drivers side of Unit 1, causing significant damage.
The driver of Unit 2 said he was the sole occupant of his vehicle and was traveling westbound in
about the 4000 block of NE 4th St and in the number 2 westbound lane. The driver of Unit 2 stated he
was intending to continue west. Upon reaching the location of where Unit 1 was turning out from, Unit
2 observed Unit 1 pull out into the roadway but was unable to avoid the collision. Both vehicles
collided in the roadway and Unit 1 suffered minor damage to the front bumper.
Based on the above statements, I believe that the driver of Unit 1 is the proximate cause for the
cause of collision as the driver is required to comply with RCW 46.61.205(1) which states that every
driver of a vehicle about to enter or cross a highway from a private road or driveway shall yield the
right-of-way to all vehicles lawfully approaching on said highway. Unit 2 was already underway in the
roadway and had right of way.
I spoke with a witness who happened to be the vehicle that created the space for unit 1. The driver
stated he felt bad for waiving unit 1 across the westbound lanes. He also failed to see unit 2 driving
westbound on NE 4th St.
Unit 1 had to be towed due to moderate damage. An exchange of information was provided to all
involved parties.
I certify (declare) under penalty of perjury under the laws of the State of Washington that the
foregoing is true and correct.
