Upon arrival, I contacted the involved parties and confirmed no injuries had occurred requiring immediate medical response at the time of report. There, I collected the involved parties driving documents and their independent recollection of events leading up to the collision. The driver of Unit 1 said he was the sole occupant of his vehicle and traveling eastbound in about the 1800 block of NE 3rd St just west of the intersection of Monterey Rd NE. The driver of Unit 1 stated he was traveling directly behind Unit 2. They noticed that Unit 2 was slowing so she could merge into the number 1 eastbound lane of NE 3rd St. The driver of Unit 1 stated that the driver of Unit 2 merged slower than expected so he honked his horn and merged into the number 2 eastbound lane. As he merged into lane 2, so did unit 2. Unit 2 then brought their vehicle to an abrupt stop and unit 1 subsequently collided with the rear of Unit 2 causing significant damage to the front of Unit 1. The driver of unit 1 said he was speeding up to pass unit 2. He said he was unable to avoid the collision. The driver of Unit 2 said she was the sole occupant of her vehicle and was also traveling eastbound in about the 1800 block of NE 3rd St just west of the intersection of Monterey Rd NE. The driver of Unit 2 stated she was intending to make a north (left) turn at the upcoming intersection. While Unit 2 was slowing down to prepare for the turn, Unit 1 collided with the rear of Unit 2 causing moderate damage to the rear of Unit 2. Based on the above statements, I determined that the Driver of Unit 1 is the proximate cause for the collision due to "following too closely" causing a collision. The driver of Unit 1 violated RCW 46.61.145(1) The driver of a motor vehicle shall not follow another vehicle more closely than is reasonable and prudent, having due regard for the speed of such vehicles and the traffic upon and the condition of the highway. I gave the driver of unit 1 verbal warning for following too closely. Unit 2 was able to be driven away without further incident. Unit 1 had extensive damage and had to be towed from the scene.
