EF69276 CASE# 25-1387 OFC LNaoy L isI©�ON 02/12/25 16:22 F cu NARRATIVE CC On 02/12/2025 at about 1625 hours I was dispatched to a three motor vehicle collision that just occurred in the 100 block of Rainier Ave S near SW Victoria St within the city limits of Renton, King County, Washington. Two of the vehicles were out of the roadway, but one vehicle was blocking one of the northbound lanes on Rainier Ave S. One driver complained of pain, but medical aid was declined and no one was transported to the hospital for injuries. There was a heavy volume of traffic at the time of the collision, and it occurred in an inactive construction zone (no one was present or working in the construction zone at the time of the collision). A fire hydrant was struck, but was inspected by the Renton Fire Department and did not appear to be damaged. I spoke to all three drivers on scene. Driver 3 (Mekonen G. Melke) was driving Unit 3 (2010 Honda Insight with Washington state license plate CKJ1726) in the inner lane of northbound Rainier Ave S and came to a stop in that lane while waiting to turn left (west) onto SW Victoria St. Driver 3 was waiting for the southbound lanes of traffic to clear before making the left turn. There were no posted signs seen in that area prohibiting left turns onto SW Victoria St from Rainier Ave S. Driver 2 (Willian O. Montenegro) was driving Unit 2 (1996 Nissan Pathfinder with Washington state license plate CLX9081) in the inner lane of northbound Rainier Ave S and stopped directly behind Unit 3 which was stopped. Driver 1 (Monica R. Hemmen) was driving Unit 1 (2013 Toyota Highlander with Washington state license plate ALB4232) in the inner lane of northbound Rainier Ave S. Driver 1 was considering changing lanes (to the outer curb lane) and looked over her right shoulder for oncoming traffic. Driver 1 then looked in front of her vehicle and saw Unit 2 stopped in front of her. Driver 1 quickly attempted to brake her vehicle, but she was not able to stop her vehicle before it collided into the rear of Unit 2. Driver 1 claimed that Unit 2 came to a sudden stop in front of her vehicle. The initial impact appeared to cause Unit 2 to lunge forward and strike the rear of Unit 3. Unit 3 appeared to already have its front wheels turned to the left, and the impact from Unit 2 appeared to cause Unit 3 to be pushed left (west) through the southbound lanes of Rainier Ave S and into the grassy area located just a few feet north of SW Victoria St. The driver side of Unit 3 struck a yellow colored fire hydrant, and it then came to a stop after the vehicle's front end struck a dirt bluff. Unit 1 was blocking the inner northbound lane of Rainier Ave S and had extensive damage to its front end and was not driveable. I requested a tow truck to the scene, and Unit 1 was towed from the roadway (private tow). Driver 1 did not complain of any injuries. Unit 2 had front and rear damage from the collision. Driver 2 claimed the vehicle was not able to be driven, and it was towed from the scene (private tow). Driver 2 complained of pain to his back, but he declined medical aid. Unit 3 was not driveable, and it was towed from the scene (private tow). Unit 3 had damage to the front, rear, and driver side areas of the vehicle. Driver 3 did not complain of any injuries. No additional passengers were inside the three vehicles involved in the collision, and no witnesses came forward. The Renton Fire Department (RFD) responded to the scene to evaluate the fire hydrant that was struck by Unit 3 (reference RFD incident#RF250002376). The fire hydrant had minor scratches to the yellow colored paint, but it did not appear to be damaged. I used my department issued cellphone to take photographs of the involved vehicles and the fire hydrant. Those photographs were uploaded to Axon. Monica R. Hemmens (Driver 1) appeared to follow too closely to the vehicle (Unit 2) in front of her, and she took her eyes off her lane of travel while driving behind Unit 2. Monica R. Hemmen's actions while driving appeared to contribute to the circumstances of the collision. Monica R.
