The site current consists of a gravel lot and Gateway Park. The World Cup Square project would involve the construction of a soccer mini-pitch and stage with screen on the gravel lot. Additionally, Gateway Park will be reconstructed to include a new play structure. See Figure 2 for Proposed Site Plan. / Figure 2: Project Site Plan Background The existing gravel lot serves as a pop-up event space, hosting public events throughout the year. According to the City’s “Policy Guidelines for Traffic Impact Analysis of New Development” a traffic study is required at the time of land use submittal if the proposed project generates more than 20 new AM or PM peak hour project trips. Trip Generation The proposed World Cup Square project is expected to generate the vehicular trips during the average weekday, street traffic AM and PM peak hours. The trip generation for the project is calculated using trip rates from the ITE Trip Generation manual, 11th Edition, for Soccer Complex (ITE LUC 488). All site trips made by all vehicles for all purposes, including event seating, picnic area, and a playground are included in the trip generation values. The resulting net new weekday, AM and PM peak hour trip generation estimated for the proposed project are summarized in Table 1. Table 1: Project Trip Generation Summary Weekday Time Period Unit Trip Generation Rate Enter % Enter Trips Exit % Exit Trips Total Proposed New: Soccer Complex (ITE LUC 488; per Field) Weekday 1 71.33 50% 36 50% 35 71 AM Peak Hour 1 0.99 61% 1 39% 0 1 PM Peak Hour 1 16.43 66% 11 34% 5 16 Conclusion Based the ITE Trip Generation Manual, the proposed World Cup Square is expected to result in less than 20 net new AM and PM peak hour trips when compared to the existing use. Therefore, a Traffic Impact Analysis (TIA) is not expected to be required.
