While en route, Dispatch advised that one of the involved parties was complaining of sternum pain therefore the Renton Regional Fire Authority (RRFA) responded for medical response. Upon my arrival, RRFA was on scene and triaging the involved parties. While on scene, I collected each involved party's driving documents and their independent involvement leading up to the collision. The driver of Unit#1 stated he was the sole occupant of his vehicle and was attempting to exit a private property parking lot, located at 3210 NE Sunset Blvd, and on the west side of the roadway. The driver of Unit#1 stated that he was intending to make a left turn out of the parking lot to proceed eastbound onto NE Sunset Blvd following the turn. The driver of Unit#1 believed all traffic on NE Sunset Blvd was clear and therefore proceeded out into the roadway. As Unit#1 reached lane 2 of 2 for westbound NE Sunset Blvd, Unit#1 was met by another vehicle - Unit#2. The driver of Unit#1 claimed he did not see Unit#2 traveling in the center-turn-lane. The driver of Unit#1 stated that he was unable to avoid the collision after having pulled out into the roadway and that Unit#2 struck the front of Unit#1, specifically on the driver's side, causing minor damage. The driver of Unit#2 said she and her two adult passengers were traveling eastbound in about the 3200 block of NE Sunset Blvd. The driver of Unit#2 stated she was intending to turn into the same private parking lot that Unit#1 was intending to exit and had gotten into the center-turn-lane with the intent to make a left turn. Upon reaching the location of where Unit#1 was turning out from, Unit#2 observed Unit#1 pull out into the roadway but the driver of Unit#1 was unable to avoid the collision. Both vehicles collided in the roadway and Unit#2 suffered significant damage to the entire driver's side of the vehicle. Based on the above statements, 1 believe that the driver of Unit#1 (Babcock) is the proximate cause for the cause of collision as Babcock is required to comply with RCW 46.61.205(1) which states that every driver of a vehicle about to enter or cross a highway from a private road or driveway shall yield the right-of-way to all vehicles lawfully approaching on said highway. Unit#2 was already underway in the roadway and had right of way. I issued the driver of Unit#1 (Babcock) a written warning in-person for Fail to Stop and Yield at a Private Roadway causing a collision and for Expired Registration less than 2 months. Unit#1 had to be towed due to extensive damage. Unit#2 was able to be driven away without further incident. An exchange of information was provided to all involved parties.
