CALL TO ORDER AND PLEDGE OF ALLEGIANCE
Mayor Pavone called the meeting of the Renton City Council to order at 7:00 PM and led the
Pledge of Allegiance.

PROCLAMATION
Employee Appreciation Week - March 3 - 7, 2025: A proclamation by Mayor Pavone was read
declaring March 3 to March 7, 2025, as "Employee Appreciation Week" in the City of Renton
and encouraged all residents to join in this special observance. Utility Engineering Manager
Abdoul Gafour, who has over 45 years of service to the City of Renton, accepted the
proclamation with appreciation.

SPECIAL PRESENTATIONS
a) State of the County Presentation: King County Councilmember Reagan Dunn presented his
annual review of King County District 9 priorities. The topics he noted included:
x Top three constituent issues
x Public safety
x Taxes
x Homelessness crisis
x Battery Energy Storage System (BESS)
x Substance use and recovery
x Court backlogs
x Violent and juvenile crime
x Hiring and retaining King County Sheriff Deputies
x Upcoming ballot issues

b) Renton Promise at Renton Technical College: Dr. Yoshiko Harden, Renton Technical
College President, began the presentation by explaining the history of the Renton
Promise program and other Promise programs. State Representative Steve Bergquist
spoke about the state legislature's role in this pilot program, and Jessica Gilmore
English, Renton Technical College President of Student Services, provided the
following details about RTC's program:
x Renton Promise pilot program funded for the 2023-2025 state budget
x Provides tuition and fees for Renton School District graduates attending
Renton Technical College
x Students may begin the summer, fall, winter, or spring quarters following high
school
x Students may attend part time
x 2023 86 students enrolled
x 2024 137 students enrolled
x Majority are from Hazen, Lindbergh, Renton, and Talley High School
x Racially diverse cohort of students

x Top programs are Pre-Nursing, Business, Computer Science, Automotive,
Welding, and Medical Assistant
x 11 students have attained certificates or degrees Funding is available for 2025
and 2026 thanks in part to the City of Renton
x RTC is working with the RTC Foundation, Renton School District, the City of
Renton, and other agencies to secure funding for future years
ADMINISTRATIVE REPORT
CAO Ed VanValey reviewed a written administrative report summarizing the City’s recent
progress towards goals and work programs adopted as part of its business plan for 2023 and
beyond. Items noted were:
Join Mayor Armondo Pavone for the City of Renton’s 2025 State of the City address
Wednesday, March 26, at 6:30 p.m.
x The event will take place at the Hyatt Regency Lake Washington at Seattle's
Southport, located at 1053 Lake Washington Boulevard North. Doors will open at
5:30 p.m., and light refreshments will be served.
This is a chance to hear firsthand about the city's progress and future plans. Don't
miss this opportunity to engage with local officials and fellow community members
and learn about what's in store for Renton in the coming year.
x The City of Renton is excited to announce the launch of the new series, “What’s
Brewing with Ed.” The public is invited to meet me and different city guests for casual
conversations and receive updates on the latest information about Renton. On the
first Wednesday of each month “What’s Brewing” I will be at Luther’s Table from
10:00-11:00 a.m. Every third Wednesday of the month “What’s Brewing” will be
hosted at the Berliner from 5:30-6:30 p.m. All ages are welcome. Check out the
Facebook Event for more details.
x Preventative street maintenance will continue to impact traffic and result in
occasional street closures.
AUDIENCE COMMENTS
x Ronald L. Bensley, Renton, requested Council adopt a resolution or proclamation
supporting the Ukrainians living in the community.
x Matt Hanbey, urged Council to change to the ingress and egress for the proposed
Logan 6 development to Logan Ave N.
x Sheryl Friesz, Renton, expressed opposition to the Logan 6 development. She also
noted that Resolution 2708 is a legal document that should be followed.
x Sarah Becker, Renton, expressed opposition to the Renton High School proposed
campus expansion project.
x Meredith Farmer, Renton, requested responses on two questions, 1) When and from
whom will regular communications about the building on Park & 6th be forthcoming,
and 2) Why is it acceptable for the Renton School District to use eminent domain to
tear down housing when the city needs more housing?
x Bob Baker, unincorporated King County, asked what misinformation was
communicated about the effects of the asphalt plant proposed to be located along SR

169. Council President Alberson clarified that the misinformation he was talking about
was the city's ability to use eminent domain to purchase the property, not the
scientific information being communicated about the project.
x Gabriel Jones, Renton, expressed support for multi-modal transportation options.
CONSENT AGENDA
The following items are distributed to Councilmembers in advance for study and review, and the
recommended actions will be accepted in a single motion. Any item may be removed for further
discussion if requested by a Councilmember.
a) Approval of Council Meeting minutes of February 24, 2025. Council Concur.
b) AB - 3768 Community & Economic Development Department recommended execution of an
agreement with Fresh Family, in the amount of $150,000, for cleaning services supporting the
Downtown Clean Initiative. This area includes S 2nd St and S 3rd St between Rainier Ave S and
Mill Ave S, as well as S 4th St between Burnett Ave S and Main Ave S. Refer to Finance
Committee.
c) AB - 3765 Executive Services Department recommended adoption of a resolution adopting
the Disaster Recovery Framework plan. Refer to Committee of the Whole.

staff recommendation to approve the 2025 Regional Legislative Agenda as presented.

c) Transportation Committee: Chair McIrvin presented a report recommending concurrence in the
staff recommendation to authorize the Mayor and City Clerk to execute a supplement agreement
#2 to CAG-24-268 professional services agreement with Transpo Group USA, Inc. to provide
design engineering services totaling $285,889.66 for the Oakesdale Avenue SW Pavement
Preservation Project.

d) Transportation Committee: Chair McIrvin presented a report recommending concurrence in the
staff recommendation to approve the professional services agreement with Perteet, Inc. for
preliminary and final design services totaling $1,243,483.00 for the Sunset Trail Project.

e)Transportation Committee: Chair McIrvin presented a report recommending concurrence in the
staff recommendation to authorize the Mayor and City Clerk to execute the 2025-2026 ORCA
Business Cards and Business Passports Agreement with King County Metro, in the amount of
$117,949.20, for the purchase of public transit passes for 355 eligible employees in compliance
with the state's Commute Trip Reduction law.

COMMITTEE RECOMMENDATION. CARRIED.
f)Transportation Committee: Chair McIrvin presented a report recommending concurrence in the
staff recommendation to approve the Addendum 8-25 with BHC Inc. to document the corrected
insurance section in Addendum 7-24.

g)Transportation Committee: Chair McIrvin presented a report recommending concurrence in the
staff recommendation to approve Amendment 7-25 with Bosair, LLC to document updated
notices, and a rate increase, with a lease revenue of $111,520.39, on an annual basis.
