FLJV has a major push to complete project milestones
in 2025. The following is a summary of closures that are
either in progress or are planned to occur in 2025.
1.Renton Avenue South Bridge – Ongoing closure
2.Houser Way between Lowe’s delivery and Lake Washington
Boulevard North – 120-day closure
3.NE 44th West and East Intersections – Weekend closures (two
weekends)

2025 Closures – Renton Avenue South Bridge
Through May 22, 2025
Summary of Work:
•This closure will be completed on or before May 22,
2025, as approved by City Council.
•This work was originally scheduled to be completed by
2/28/25. The existing bridge conditions did not match
previously understood as-built information. This
required FLJV to work with WSDOT and WSP (design
team) to resolve issues with rebar and continue
constructing the bridge. The time to resolve these
issues extended the duration to complete the bridge
extension.
•FLJV is extending the existing Renton Avenue South
bridge to create additional lanes along SB I-405.
•In addition to extending the bridge, FLJV is
constructing retaining walls, installing bridge drainage,
extending 3rd party utilities, constructing new barrier,
and installing new asphalt paving and striping.

2025 Closures – Houser Way North between Lake
Washington Blvd North and Lowe’s Delivery Access
120 days - approved through May 22, 2025
Summary of Work:
•Closure will be completed on or before
May 22, 2025, as approved by Renton
Council
•Install a new 12” City of Renton water
main to facilitate installation of three
42” diameter storm drainage pipes
below Lake Washington Blvd. N.
Installation of the storm drainage will
also include three large drainage
structures
•Closure creates much-needed space
to complete the work as quickly and
efficiently as possible

2025 Closures – NE 44th Street East and West Intersections
Planned for two weekends in June
Summary of Work:
•Weekend 1 (West Roundabout):
o Shift traffic to detour of Seahawks Way to maintain
access to NE 44th Street east of the weekend closure
o Lower the existing elevation of Seahawks Way tying into
NE 44th Street and lower the existing elevation of NE 44th
Street between N 43rd Street and the Seahawks Way
detour to final project elevation
o Lower the remaining elevation of NE 44th Street between
the Seahawks Way detour to just west of the SB I-405
off-ramp to NE 44th Street
o Figure to the left depicts the detour route that will be
implemented during this closure
•Weekend 2 (East Roundabout):
o Installation of large drainage pipes crossing NE 44th
Street
o Construction of roundabout on east side to improve traffic
flow
o Traffic switch to provide more streamlined access
between NE 44th Street and I-405 ramps
o Detour for this closure is in development

Closure – Southport Off-ramp to
Coal Creek Parkway On-ramp

Summary of Work:
•Northbound I-405 closed between the
Southport Drive off-ramp and the Coal
Creek Parkway on-ramp
•Complete drainage crossings, replace
concrete pavement panels, install
noise wall panels just north of NE 44th
Street and complete a traffic shift

Summary of Work:
•Northbound I-405 between the SR 169

sign structures, and complete a traffic
switch
•Detour route for this closure is still in

Delivering the Program in 2024:
•Legislature funded the needs for the SR 167 Corridor
Improvements and I-405/Brickyard to SR 527 projects
•Three remaining projects were delayed by 2-10 years ("Alternative
3" from Financial Plan Report)
•Legislature allocated $2 million for each remaining project in the
25-27 biennium. Funding allows WSDOT to work with
stakeholders on practical solutions and updated cost estimates for
the following projects:
o SR 167 Southbound ETL Extension
o North 8th Street Direct Access
o Interchange Improvements in Bellevue (I-405 Renton to
Bellevue Contract 3)

Project Overview
The Rainier Ave S – Phase 4 (S 3rd St to NW 3rd Pl) Project will extend previous corridor improvements from S 3rd St to 1,000 feet north of Airport Way (NW 3rd Pl). Project elements include:
•Sidewalk widening with streetscaping•Pedestrian-scale lighting•Pedestrian activated traffic signals•Upgrade existing traffic signals•Transit improvements, including an extended Business Access and Transit lane •Planted buffer strips and landscaped medians•A segment of a regional ped/bike path trail (Lake Washington Loop Trail)

Project Milestones
•Joint Utility Trench is installed and the conversion completed in October.
•Water & Sewer improvements are 95% complete as of February.
•Storm system is anticipated to be complete next month.
•Sidewalk, curb & gutter will begin being formed and poured in April.
•Traffic signals and illumination are anticipated to be installed by June.
•Paving is anticipated to occur during the summer months.
•Installing the medians, irrigation, and landscaping will be complete in the fall.
•Construction is scheduled to be completed in December 2025.

Project Setbacks
5
•At the beginning of the project, the City repeatedly requested PSE, Lumen, and Comcast to supply
materials for the joint utility trench so the Contractor could begin work without risking running out
of materials and forcing them to stop working. This delay added 33 working days to the contract.
•A major Lumen vault on SW Victoria St was relocated to support future City water expansion,
adding five working days to the contract.
•The joint utility trench was installed much deeper than planned. This slowed down the progress
because ground water was found, flowing sand encountered due to changing soil conditions, and
the method of shoring was completely different. This resulted in an additional 116 working days.
•Lumen took an extra 85 days to complete their system conversion, finishing in October instead of
June.
•The City is seeking damages from the franchise utilities for these delays in accordance with the
Joint Utility Trench agreements.
