Unless otherwise noted,the following occurred within the city limits of Renton, county of King, state of
Washington.
On 03/05/2025, 1 was working as a uniformed police officer for the city of Renton.At approximately 0204
hours, I was dispatched to a motor vehicle accident (mva) at 10620 SE 196th St. My involvement in the
incident was captured on my department-issued bodycam.
When I arrived on scene, I located the lone involved vehicle in the ditch on the west side of 107th Ave SE,just
north of the intersection at SE 196th St. It was a white 2025 Chevrolet Silverado bearing WA lic/A7907505
(VIN/1GC4KMEY7SF143139). I spoke with the driver/registered owner, Richar E Gualan Castillo (12/15/1988—
WA DOS photo), who provided me the following recap of what happened:
He turned westbound onto SE 196th St from 108th Ave SE (unknown direction of travel on 108th). He
then attempted to turn north onto 107th Ave SE, but was unable to complete the turn and ended up
in the ditch to the northwest of the intersection. He, nor either of his two passengers,were injured.
He was unable to get his vehicle out of the ditch.
A tow was called for the vehicle to have it removed for the ditch.A friend later arrived and gave the two
passengers a ride,while a Gene Meyer's Tow removed the vehicle, and Richar,from the scene.
Road conditions on this date were not favorable, as there was rain actively coming down while I was at the
scene. I believe the proximate cause of this mva was Richar's poor management of these circumstances,
causing the failure to negotiate his desired turn. Richar violated Renton Municipal Code (RMC) 10-12-25—
Inattentive Driving which is defined as any person to drive a motor vehicle on any public highway, street, alley,
or road in an inattentive manner in the City of Renton. "Inattentive manner" in this section means a lack of: 1)
attentiveness required to safely operate the vehicle under the prevailing conditions, including, but not limited
to,the nature and condition of the roadway,the weather conditions,the presence of pedestrians,the
presence of other traffic, or by the driver focusing or directing the driver's attention to something other than
driving the motor vehicle; or 2) attentiveness that would permit the driver of a motor vehicle to observe
anything resting on, or traveling on, or entering the roadway in time to take appropriate action as
circumstances require. (Ord.4462, 7-25-94, eff. retroactive to 7-1-94; Ord. 5635, 11-14-11). Richar should
have paid more attention to the weather conditions on the roadway. I cited Richar via mail for Inattention
