DLState DLExp Address Primary Phone&Type AdditionalContact Number&Type Additional Contact Number&Type Race Sex DOB- Height Weight Even Hair Collision 2025-00002139 Paqe 2 OF 5 Case Number 2025-00002139 Officer Narrative Narrative On 03/08/2025, 1 was working uniformed patrol in a marked police car as 3R23.At approximately 1837 hours, I was dispatched to a hit and run at the intersection of NE 4th St/Union Ave NE,which is located within the city limits of Renton, County of King,Washington. Dispatch advised that a witness had reported a hit-and-run near the location.The caller mentioned that the suspect vehicle was last seen headed towards "the highlands"and the victim vehicle was seen following the suspect vehicle. The caller self-identified herself to the dispatchers as "Irma Adams". As I was driving to the location, dispatch advised that only a witness(Irma)was calling in the incident with no reports of any involved parties calling yet. Irma had also described that the suspect vehicle appeared to be a black Jeep and that the victim's vehicle appeared to be a blue service-style truck. At approximately 1844 hours, I received an update from dispatch that advised that the victim was now calling in. I met with the victim (Unit 2)at the nearby Shell station at the northeast corner of the dispatch Location. He identified himself to me as Shane A. Blackenburg(DOB: 10/02/1992,verified via DOL photo). My conversation with him is summarized as follows: Shane was the driver of Unit 2 and the sole occupant of his vehicle. His vehicle was identified as listed above. Unit 2 is a Les Schwab company vehicle. Shane stated he was on eastbound NE 4th St in the turn lane preparing to turn left onto northbound Union Ave NE. Shane described that the suspect vehicle(Unit 1) had impacted his passenger-side rear bumper as the suspect vehicle. Shane described that Unit 1 appeared to be traveling eastbound in the number 2 lane of NE 4th St which continued straight. Shane said that Unit 1 stopped briefly,then left the location and continued eastbound on NE 4th St. Shane tried to follow Unit 1 but then stopped. Shane was uninjured as a result of the incident. I took a look around Unit 2 and saw that the rear passenger side bumper had some scratches and that the rear passenger taillight was broken.Shane also reported that the axle may have also been broken. Shane also described Unit 1 to be a Jeep(possibly a Wrangler)with possible front-end damage.Shane also mentioned part of the Jeep was in the roadway in the eastbound lanes of travel. I asked other officers to Later check the area for the debris in an attempt to find any identifying information on Unit 1 to no avail. I provided Shane with the Renton PD case number. Shane was able to leave the location under his own power in his vehicle. I conducted an area check for the Jeep to no avail. I Later called Irma Adams over the phone.She stated she was walking nearby in the area when she heard what sounded like a crash nearby.She turned around and noticed that Unit 1 appeared to have hit Unit 2's rear end. Irma then said that Unit 1 Left the scene of the accident with Unit 2 following behind. Irma mentioned she did not witness the actual accident and just heard it. She also mentioned she would not be able to identify the driver of Unit 1. At this time, based on the fact that Shane had described that Unit 1 had struck his vehicle while it was occupied,which resulted in a minor accident; and the fact that the driver of Unit 1 did not stop and exchange information with the driver of Unit 2 and subsequently left the Location of the accident; and the fact there is probable cause for RCW 46.52.020—Hit and Run (attended). At this time,the suspect's identity is currently unknown, should a suspect be identified,there is probable cause to arrest the subject for the above crime.
