At about 1005 hours on 03/10/2025 1 responded to a hit and run by phone in the city of Renton,
King County,Washington. Dispatch advised me that"***FONE***02/28,ACCHR TO RPS VEH,
SUSP INFO AVAIL."
I called the reporting party(RP) identified via WADOL photo as Michael J. Kummerman
(12/14/58,tx: 503-333-7904) and in summary Kummerman stated that some time over the
weekend he was at his girlfriends house at 3661 Smithers Ave S. in the city of Renton over night.
He parked his vehicle across the street from her house near the park.When he came outside the
next morning he observed damage to the front driver's side door of his Toyota 4Runner
(CNN2399/WA)from here on referred to as Unit 2.
Kummerman observed white paint transfer on the damaged door. He also had a note left on the
windshield of his vehicle with "P.M. Joon, 206-999-7474, gmioon@9maiLcom"written on the
note. Kummerman called the number multiple times but would never receive an answer.
Kummerman stated he received several text messages from "P.M. Joon" stating admissions to
driving Unit 1 (unknown make/model) and causing the crash and leaving the scene.Joon
apparently filed a report with his insurance company and sent the copy to Kummerman (photos
of vehicle damage, text messages between parties, and insurance claim have been uploaded
via AXON by Kummerman).
I attempted to call Joon several times with no answer. I left a voicemail giving him the police
report number and requested a call back so I could obtain his information and his side of the
story. I attempted several police information gathering systems to obtain Joon's information
using his provided telephone number with negative results.
Based on the lack of driver and vehicle information I do not have probable cause to cite or
charge the driver of Unit 1 with leaving the scene of a property damage crash unattended at this
time. However if better license plate information is obtained and I am able to contact the
registered owner of Unit 1 1 do find probable cause for hit and run unattended.
This incident occurred in the sCity of Renton,King County,Washington State.

This concludes my involvement with this case.
During this incident, I was equipped with a body-worn camera,which records both audio and
video. Portions of this incident were recorded.This report is merely a summary of the incident
and is not intended to be an exact transcription of the entire investigation or what may have
been captured with the recording system. I was operating a fully marked Police Tahoe which
was equipped with overhead emergency lights and sirens.
