1. Introduction
I was contacted by Third Place Design to inventory, describe and assess the condition of
trees at 1132 Edmonds, Ave. NE Renton, Washington. This report summarizes my
observations and conclusions in compliance with Renton Code Chapter 4-4-130 Tree
Retention and Land Clearing Regulations.
2. Competence
• Seattle Tree Service Provider LIC TSP 18851
• Certified Arborist (International Society of Arboriculture) #23136, PN 0426A)
• Registered Consulting Arborist (American Society of Consulting Arborists #499).
• Tree Risk Assessment Qualified (ISA) -1/22/2026.
• Certified forester (Society of American Foresters #951)
• Bachelor of Science degree in Forest Management from the University of
Washington
• Practicing Consulting Forester since 1971 and Consulting Arborist since 1985

4. Assignment, Purpose and Use of Report
The assignment is to inventory, describe and assess the condition of onsite and offsite
trees potentially affected by proposed development activities on the subject property and
to prepare a tree protection plan for those to be retained in compliance with Renton City
Code 4-4-130.
5. Limits of Assignment
The assignment is limited to the information gathered during the site visit November 14,
2024 (date of assessment) and references noted in this report. No excavation or sampling
was undertaken to determine unseen defects. No inspection of trees not reported herein
was made.

A site plan showing the location of trees was provided and found in Addendum II
indicating the onsite tree numbers and locations. An outline of site development was also
provided in Addendum III that indicates the locations of five Townhomes.
6. Site Description
The subject property is currently undeveloped with no improvements.
King County Parcel No. 943280-0130consists of 140,096 square feet (0.921 Ac)
The lot slopes westerly down to Edmonds Ave NE.
7. Methodology
Assessed significant trees are as follows from Code chapter 4-4-130 Y.4
Tree, Significant: A tree with a caliper of at least six inches (6"), except alder or
cottonwood trees, which qualify as significant trees with a caliper of eight inches
(8") or greater. Trees certified as high-risk shall not be considered significant.
Each on-site significant tree was measured or estimated for diameter at 4.5-feet above
ground, total height, percentage of live green crown, dripline (extent of live limbs) and
condition and identified on site with a numbered aluminum tag. No offsite trees that
would potentially be affected by the development were found.
I examined the trees to the standards of the International Society of Arboriculture (ISA)
level 2 TRAQ assessment. (Tree Risk Assessment Qualified)

TRAQ Level 2 Assessment
• Locate and Identify Subject Trees
• Assess Tree Health, Structural Issues --Vigor
• Inspect: ocular, mallet, probes etc.
• Record Observations: defects, site conditions, growth rates
• Determine the Likelihood and consequences of failure
• Determine Level of Risk of Failure
• Assess Long Term Viability
A summary Tree Assessment Form is found in Addendum I that provides information for
each tree. The tree locations are found in Addendum II
No offsite trees potentially affected by site redevelopment were found.
Note that some trees were not tagged as they could not be accessed due either to heavy
blackberry cover or were behind chain link fences that could not be opened.
8. Tree Description
On site trees total 38 significant and include four landmark trees No. 28, 34, 35 and 36.
(note that trees 35 and 36 may actually be one tree joined at the base but lack of access
prevented examination).
Refer to the attached Tree Assessment Summary Form in Addendum I.
I have calculated the “Tree Credits” for the viable, non-hedge on-site trees as required by
the City code table 4-4-130.H.1.b.v following: (30 tree credits per acre are required).
40,046 sq. ft/43,560 =0.921 acres
0.921 ac x 30 tree credits/acre = 27.63 (28) tree credits required
The total tree credit calculation for the significant trees is 249.
The proposal is to remove all but tree No. 31 at 8 credits.
Tree removal replacement by planting is 20 credits required.
9. Discussion
10.Tree Replacement
The following are excerpts from City Code 4-22-200
H.b. iii. Supplemental tree planting shall consist of new small, medium, or large
species trees, as defined in RMC 4-11-200, Definitions T. The supplemental trees
shall be planted with a minimum size of two-inch (2") caliper, or evergreen trees

with a minimum size of six feet (6') tall. The Administrator shall have the
authority to approve, deny, or restrict the tree species for proposed supplemental
trees.
5. Tree, Small Species: A tree with a mature height of thirty feet (30') or less.
6. Tree, Medium Species: A tree with a mature height between thirty feet (30')
and fifty feet (50').
7. Tree, Large Species: A tree with a mature height of fifty feet (50') or more.
Replacement tree species, sizes and planting locations are to be determined by the project
landscape architect.
11.Tree Protections:
Retained tree Protections are detailed in Code Chapter 4-4-H.10 and summarized
following.
a. Temporary fencing required
b. Signage required on fencing
c. Construction storage prohibited within the tree dripline (extent of longest live
limbs)
d. No grade changes within the dripline
e. No impervious material to be placed within the dripline
f. No utilities to be installed within the dripline without City approval
g. On grading permitted with in the dripline or within in 1.5 feet of tree diameter
h. Native under vegetation to be protected
i. An ISA or ASCA certified arborist to be retained to provide pruning, root
protection and other safeguards
j. Retained and replacement trees to be maintained in perpetuity
k. Retained trees to be pruned and trimmed to prevent limb failure
l. High risk trees to be removed and replaced
11. Assumptions and Limiting Conditions
1. Any legal description provided to the consultant is assumed to be correct. Ownership
of the subject trees as provided by the client is assumed to be correct. No
responsibility is assumed for legal matters. No opinion as to the property line
location is made.
2. Care has been taken to obtain all information from reliable sources. The consultant
can neither guarantee nor be responsible for the accuracy of information provided by
others.
3. The consultant shall not be required to give testimony or attend court by reason of
this report unless subsequent contractual arrangements are made, including additional
fees.

4. This report and any values expressed herein represent the opinion of the consultant,
and the consultant’s fee is in no way contingent upon the reporting of a specified
value, a stipulated result, the occurrence of a subsequent event, nor upon any finding
to be reported.
5. The exhibits in this report are included to assist the reader and are not necessarily to
scale.
6. Unless expressed otherwise, information in this report covers only items that were
examined, and reflects the condition of those items at the time of inspection. The
subject site was cleared of all vegetation at the time of inspection therefore the extent
of removals is inferred from adjacent undisturbed areas. The inspection is limited to
visual examination of accessible portions of the trees and plants.
7. Loss or alteration of any part of the report invalidates the entire report. Ownership of
any documents related to this report passes to the client only.
8. The liability of ArborInfo LLC its contractors and employees is limited to the client
only and only up to the amount of the fee actually received for the assignment.
9. There is no warranty suggested for any of the trees subject to this report.
Weather, latent tree conditions, and future man-caused activities could cause
physiologic changes and deteriorating tree condition. Over time, deteriorating
tree conditions may appear and there may be conditions, which are not now
visible which, could cause tree failure. This report or the verbal comments made
at the site in no way warrant the structural stability or long-term condition of any
tree, but represent my opinion based on the observations made.
10. NEARLY ALL TREES IN ANY CONDITION STANDING WITHIN REACH OF IMPROVEMENTS OR
HUMAN USE AREAS REPRESENT HAZARDS THAT COULD LEAD TO DAMAGE OR INJURY. THE
ASSESSMENT IS VALID FOR TWO YEARS FROM THE DATE OF INSPECTION, ONLY.
11. PERTINENT JURISDICTION RULES AND REGULATIONS SHOULD BE CONSULTED PRIOR TO
THE REMOVAL OF ANY TREE.
