HomeMy WebLinkAboutCedar River COW Verizon Search Area Summary TUP Application ResponseVerizon Cedar River COW – Search Area Summary 8/25/17 Temporary Use Permit Application Response The Verizon objective is to improve the wireless service to a level that is adequate for current and future demands in the City of Renton core and communities. As a result, a Cell on Wheels (COW) is proposed to augment the service while proposed permanent sites are pursued in the objective area. The area of immediate concern is that part of Renton - West of I-405, South of Boeing, and East of the Airport where significant demand at The Landing and other business centers, Transportation corridors, as well as residential areas has created RF capacity issues on Verizon’s Wireless Network in that area. In addition, development in the subject and surrounding areas in anticipated and therefor Network Planning must consider future growth and future demands in kind. In the general, Verizon currently has 3 existing sites (see Propagation maps). 1. Central Renton – is a Verizon monopole to the North near I-405, off Houser Way, 2. Renton Center – is a rooftop site to the South at Shattuck and S. 4th Place, and 3. Renton Voc. Tech - is a collocation site to the East off NE 4th Avenue. There are several planned sites in the area (see Existing and Proposed Verizon sites map): 1. Logan Ave. near the Airport to the West, 2. Test Flight at the Landing to the North, 3. Houser Way to the SE on the other side of I-405, and 4. Earlington to the SW. The specific area of concern will be addressed with proposed permanent sites however, the current RF capacity hole (see “Before and After COW” propagation maps) is both located between the described existing sites and central to the planned sites as far as the need to provide adequate service from proposed temporary to permanent site locations. An initial recon of the general area (RF hole) was performed and several potential candidates were identified. The siting of the proposed Cedar River COW needed to meet certain criteria/factors:  A property with Line of Sight (LOS) to an existing Verizon site for backhaul.  A property located in an appropriate Zoning District for the proposed use (non-residential).  A property with adequate space for the COW with potential guying area and guy anchors, that has adequate access and power utilities. As a result, several properties off Park and Garden Avenues, including from Logan to Factory (East to West) were researched and the same grid type layout from Bronson Way to N.6th Street (North to South) were considered. Attached is an aerial photo(s) of location of several sites that were reviewed for the above factors and of those many were eliminated for the following reasons: RECEIVED 08/29/2017 amorganroth PLANNING DIVISION Verizon Cedar River COW – Search Area Summary 8/25/17 1. Renton School District (RSD). The RSD Bus Barn does not have adequate space – the School property across the street was then vacant, however demolition of the grocery store (on property) and that entire block were cleared for new school construction. 2. Commercial properties along Garden Avenue were either not interested or did not have line of site to the Central Renton monopole for LOS. 3. The Carpenters Union property was too close to the proposed Logan Avenue site where Verizon is pursuing a permanent site at the RSD Memorial Stadium. 4. Other commercial properties South were reviewed but did not have adequate space or LOS for back haul, with the exception of Bryant Motors property. Based on the recon of the area, elimination of several properties with insufficient space, lack of adequate access or adverse impacts to operation of businesses such as parking and operational impacts the attached Search Area was issued by RF. In summary, the Bryant COW location was selected based on the following criteria:  It is central to existing and planned Verizon sites.  It has direct LOS to the donor site at Central Renton for back haul,  It is s CA zoned, which is a preferred zone for a proposal of the potential sites in the general area,  It has adequate space for the facility and access to the site,  There are potential temporary power sources nearby with location of adjacent PSE poles,  There is some vegetative screening from adjacent residentially zoned property in the way of Arborvitae that that will partially screen the COW base equipment, and  There are mature trees in the area and other nearby structures of height. The owners of the Bryant Motors property have future plans at the site however the proposed temporary use for a COW for short term use is within any potential development threshold for planning and permitting timeframes. Finally, the timeline for the proposed COW is a stop gap temporary measure to provide adequate service to the described communities while permanent sites are pursued. In closing, the proposed COW will be needed for only as long as it takes to get some of the planned sites in the area online.
