44TH STREET TEMPORARY FIELD OFFICE TRAFFIC IMPACT ANALYSIS REPORT MARCH 20, 2020 PREPARED FOR: FLATIRON-LANE JOINT VENTURE PREPARED BY: Wood Environment and Infrastructure Solutions, Inc. 3/20/2020 Traffic Impact Analysis Report Flatiron-Lane JV – Temporary Field Office Introduction Flatiron-Lane JV is proposing the implementation of Temporary Field Office Trailers on site at the Former Pan Abode Site at 4350 Lake Washington Boulevard, North. This parcel is approximately 312,776 Square Feet, or 7.18 Acres. The property is located just north of the May Creek Trail Entrance and just West of I-405. The project will utilize the Temp-Use Permit for Flatiron-Lane JV for (5) years. The zoning designation for this parcel is called out as COR. Meanwhile, the May Creek Trail Parcel is directly south of the parcel and is Zoned R-6. Lake Washington Boulevard, North runs from the southwest corner of the parcel to the northernmost point of the property. This report studies the traffic operations at these intersections with and without this development. These intersections are either two-way stop-controlled or all- way stop controlled intersections. The intersections include: 44th Street at I-405 at NB Ramps/Lake Washington Boulevard 44th Street at I-405 SB Ramps, 44th Street at Seahawks Way 44th Street at 43rd Street Figure 1b: Study Intersections I - 405 and the N 44th Street Exit Lane/Ramp run along the parcel’s eastern side. The site is currently partially vacant with some use of one of the existing long metal hangar building. Currently, there are 4 existing structures on site, 3 are metal-framed structures while one is of Flatiron-Lane JV Field Office Trailer Rental/Laydown Area Revision 1 March 20, 2020 woodplc.com Page 3 wood-framing. Flatiron-Lane JV is proposing to demolish the existing wood framed office building and one of the metal-framed buildings located at the center of the parcel. Access to the site will be via the existing driveway at the intersection of 44th Street and Seahawks Way. Figure 2 shows the conceptual site plan for this site. Figure 2: Conceptual Site Plan The site is anticipated to have a total of 150 employees (Flatiron-Lane JV and WSDOT employees combined). 75 of these employees will have normal working hours between 7 am to 5 pm, 40 of these employees will be involved with field inspections and need to make 2 to 3 trips to the construction site per day and these trips will be spread through the normal working hours of 7 am to 5 pm. 35 employees involved with field inspections may need to make up to 6 trips per day and these trips are spread through the normal work hours of 7 am to 5 pm. In addition, up to 20 trips per day may be made by delivery trucks. No large equipment and machinery are anticipated to be coming to the site for maintenance or refueling. ITE Land Use code 110 – General Light Industrial was used for estimating the trips generated by this site. Table 1 shows the trips generated by this site, assuming 150 employees. While developing the trip distribution, trips to and from I-405 construction site and the regular travel patterns in the area were considered. Table 2 shows the trips from this site distributed over the various thoroughfares in vicinity of this site. Figure 3a and 3b show the AM and PM peak hour trips assigned for the study area intersections. This report included 2016 and projected 2025 volumes. To obtain volumes for the study intersections, the 2016 volumes from this report were grown to 2020 conditions, using the same growth as used in the report to project 2016 to 2025 conditions. Figures 4a and 4b show the existing 2020 volumes for the study area intersections. Since the proposed development will be functional by mid-April of this year, the existing volumes also represent the horizon year (without development) conditions. The site traffic volume shown in Figure 3a and 3b are added to 2020 existing volumes shown in Figure 4a and 4b, to obtain the proposed condition with site volumes. These volumes are further referred to as 2020 Buildout volumes. Figure 5a: Buildout Traffic Volumes – AM Peak Figure 5b: Buildout Traffic Volumes – PM Peak Traffic Analysis and Conclusions Traffic Engineering software Synchro Version 9 was used to model the study area intersections. Delay and LOS for the study area intersections were derived based on the Highway Capacity Manual 2010. Typically, in an urban condition, LOS A through D are considered as acceptable LOS and do not need mitigation to reduce delay and improve traffic operations. Table 3 shows the Intersection LOS and Delay for existing (without site traffic) and buildout conditions. Comparison of the LOS and delay shows minimal impacts to the traffic operations at the study intersection due to the proposed construction field office at the southwest corner of 44th Street and I-405. No new mitigation is needed at these intersections to accommodate the traffic generated by this development.
