EF31935 CASE# 24-11063 OF COLLISION 10/24/24 09:20 OF CbLLI510N NARRATIVE 24-11063 On 10/24/2024 at approximately 0922 hours, I was dispatched to a blocking vehicle collision at the intersection of SW 43rd Street and Oakesdale Ave SW, within the City Limits of Renton, County of King, State of Washington. Upon my arrival, Officer M. Leverton and I confirmed there were no complaints of injury requiring immediate medical response at the time of report. There, I was able to collect each involved party's information and independent summary of the events leading up to the collision. The driver of Unit#1 said she was the sole occupant of her rental vehicle and was traveling eastbound in about the 1200 block of SW 43rd Street and approaching the intersection of Oakesdale Ave SW in lane 2 of 3. Per Language Line Solutions, Officer Leverton was able to collect a statement from the driver of Unit#1. The driver of Unit#1 claimed she was stopped at the controlled intersection which was displaying a red light. The driver of Unit#1 stated that while stopped, Unit#2 collided into the front driver's side quarter panel of her vehicle causing moderate damage to the bumper and fender of Unit#1. The driver of Unit#2 said he was the sole occupant of his company vehicle with attached trailer combo and was also traveling eastbound in about the 1200 block of SW 43rd Street approaching the controlled intersection of SW 43rd ST in lane 3 of 3 (left-turn lane). The driver of Unit#2 stated he was intending to turn northbound at the intersection to proceed north onto Oakesdale Ave SW. When the traffic light changed from red to green, the driver of Unit#2 stated that Unit#1 changed lanes from lane 2 of 3 into lane 3 of 3 which Unit#2 was occupying. The driver of Unit#2 was unable to avoid the collision and Unit#1 subsequently collided with Unit#2. Unit#2 suffered moderate damage to the passenger side doors and front passenger quarter panel/bumper due to the collision. No witnesses were available at the scene to corroborate any of the involved party's independent summary. Based on the above statements and damage assessed, I believe the Driver of Unit#1 (Zhu) had likely entered into Unit#2's lane of travel. I believe this based on the damage only being to the front driver's side quadrant of the vehicle indicating a partial turn or position of the vehicle. The driver of Unit#2 also stated that she had implied her turn signal was on with the intent to enter Unit#2's lane of travel. According to Officer Leverton, Unit#1 was partially in lane 3 of 3 upon his arrival to the scene therefore I believe the proximate cause for the cause of collision is Zhu as she violated RCW 46.61.140(1) which states that a vehicle shall be driven as nearly as practicable entirely within a single lane and shall not be moved from such lane until the driver has first ascertained that such movement can be made with safety. Zhu made or was attempting to make a lane change into Unit #2's lane of travel which had the right of way and was underway. Zhu did not ensure that traffic in lane 3 of 3 was clear of hazard before making the unsafe lane change. Unit#1 required a tow due to extensive damage. Unit#2 was able to be driven away from the scene without further incident. An exchange of information was provided to all involved parties.
