This report is a summary of events that occurred and is not an exact sequencing of events. Statements have been paraphrased and summarized. * On 10.25.2024, at approximately 1954 hours, I was dispatched to a two-vehicle, blocking, non-injury collision at the intersection of Sunset Blvd NE and the on-ramp to 1-405 N/B, in the City of Renton, WA, the County of King. At the time of this incident, I was assigned to uniformed marked patrol in the City of Renton, WA, the County of King. I was operating a fully marked Renton Police Tahoe #304, equipped with "POLICE" markings, overhead exterior lights, and audible siren. I was wearing my department-issued uniform, including a fully equipped duty belt, exterior ballistic vest with "POLICE" stenciled on the front and back and Renton Police badge affixed to the left breast. I was also wearing my department-issued jumpsuit with "POLICE" patches on both shoulders and across the rear shoulders. It would be immediately obvious to any reasonable person I was a police sergeant. I was assigned to cover district 3r24. At the time of this collision, it was clear and dark, the streetlights were illuminated, the roadways were dry and free from debris. It was approximately 56 degrees. I arrived on scene at approximately 1955 hours and spoke with a Washington State Trooper, who was on scene and advised Unit 01, later identified, was traveling northbound on Sunset Blvd NE, attempting to enter the on-ramp to 1-405 N/B, and started to make the left turn (which is equipped with a visible YIELD sign) when Unit 01 was struck by Unit 02, who was traveling southbound on Sunset Blvd NE. Further, the WSP Trooper advised Unit 02 did not have insurance for the vehicle. Unit 01 was identified as a Tesla Model 3 bearing WA Plate: BKZ6694. Unit 01 had damage to the entire passenger side of the vehicle, most prominently on the front passenger side wheel well. Unit 01 was operable. Unit 01's driver was identified by his WADL as LIN, YUHUA (DOB: 01.06.1986). LIN matched the photo shown on his WADL. A WACIC/NCIC/DOL query on LIN returned clear and valid. Unit 02 was identified as a dark in color Hyundai Elantra bearing WA/ CNG7963. Unit 02 had damage to the front body of the vehicle, but it was operable. Unit 02's driver was identified by his WADL as DE JESUS CRUZ, EDDIE BENJAMIN (DOB: 02.25.2005). DE JESUS CRUZ matched the photo shown on his WADL. A WACIC/NCIC/DOL query on DE JESUS CRUZ revealed he was clear and valid. Unit 01's driver, LIN, YUHUA (DOB: 01.06.1986 is the proximate cause in this collision by failing to yield the right of way to Unit 02, causing a collision. LIN, YUHUA (DOB: 01.06.1986 was issued SECTOR citation 4AO505827 for violation of RCW 46.61.180.1: Fail to yield motor vehicle. The following citation will be mailed to LIN, YUHUA (DOB: 01.06.1986 via the courts. Further, Unit 02's driver, DE JESUS CRUZ, EDDIE BENJAMIN (DOB: 02.25.2005) was issued SECTOR citation 4AO505828 for violation of RCW 46.30.020: Operating a Motor Vehicle Without Proof of Insurance. The following citation will be mailed to DE JESUS CRUZ via the courts. Both units were removed from the scene, no injuries were reported.
