NARRATIVE
24-11237
On 10/29/2024 at approximately 1333 hours, I was dispatched to a non-injury and non-blocking
vehicle collision at the intersection of Hardie Ave SW and SW Sunset Blvd, within the City Limits of
Renton, County of King, State of Washington.
While en route, Officer T. Cumming had already arrived on scene and confirmed there were no
complaints of injury requiring immediate medical response at the time of report. While on scene, I
collected each of the involved party's driving information and their independent recollection of the
events leading up to the collision.
The driver of Unit#1 stated that he was the sole occupant of his vehicle and that prior to the collision
he was traveling southbound in the 300 block of Hardie Ave SW approaching the controlled
intersection of SW Sunset Blvd. The driver of Unit#1 had pulled into the left-turn lane and slowed to
yield to traffic for an upcoming left-turn at the intersection. The driver of Unit#1 stated he intended to
turn eastbound onto SW Sunset Blvd. The driver of Unit#1 proceeded to make the left turn across the
northbound lanes of travel. While Unit#1 was turning, he noticed Unit#2 approach the same
intersection. The driver of Unit#1 stated that both vehicles collided in the intersection causing
moderate damage to the front driver's side quarter panel and front bumper of Unit#1.
The driver of Unit#2 said she was the sole occupant of her vehicle and was traveling northbound in
about the 200 block of Hardie Ave SW approaching the controlled intersection of SW Sunset Blvd in
lane 2 of 3. The driver of Unit#2 stated she was intending to continue north. The driver of Unit#2
stated as she continued going straight ahead through the intersection, the driver of Unit#2 saw Unit
#1 turn in front of her vehicle. The driver of Unit#2 stated she was unable to avoid the collision and
both vehicles collided causing moderate damage to the front driver's side quarter panel, bumper, and
wheel bearing of Unit#2.
Based on the above statements, 1 determined that the Driver of Unit#1 (Horn) is the proximate cause
for the collision due to not granting the right of way during a left turn causing a collision. The driver of
Unit#1 violated RCW 46.61.185(1) by being the driver of a vehicle intending to turn to the left within
an intersection and not yielding the right-of-way to any vehicle approaching from the opposite
direction which is within the intersection or so close thereto as to constitute an immediate hazard. The
driver of Unit#1 (Horn) did not grant the right of way to Unit#2 traveling in the roadway which had the
right of way and was already underway. Due to Unit#1 having to traverse across oncoming traffic, the
driver of Unit#1 must wait until the intersection is clear of hazard prior to proceeding. I cited the driver
of Unit#1 (Horn) in-person for failure to yield during a left turn.
I also cited the driver of Unit#1 in-person for violating RCW 46.30.020 -Liability Insurance as no
person may operate a motor vehicle subject to registration under chapter 46.16A RCW in this state
unless the person is insured under a motor vehicle liability policy with liability limits of at least the
amounts provided in RCW 46.29.090, is self-insured as provided in RCW 46.29.630, is covered by a
certificate of deposit in conformance with RCW 46.29.550, or is covered by a liability bond of at least
the amounts provided in RCW 46.29.090. Proof of financial responsibility for motor vehicle operation
must be provided on the request of a law enforcement officer in the format specified under RCW
46.30.030.
The violator vehicle was displaying expired registration from July of 2024. A DOL records check
revealed the registration had expired back on 07/23/2024. The driver of Unit#1 (Horn) was also cited
in-person for this violation and asked to repair the issue immediately to continue driving his motor
vehicle.

Unit#1 was able to be driven away without further incident. Unit#2 had to be towed due to extensive
damage. An exchange of information was provided to all involved parties.
