Statements have been paraphrased and summarized On 02/19/2025 at approximately 1724 hours, myself, Officer R. Watson (FTO Student) and Officer M. Nugent (FTO), were dispatched to a non-injury blocking collision in the 4200 block of East Valley Road, within the City Limits of Renton, County of King, State of Washington. I arrived on the scene and observed two vehicles in the center-turn-lane, in front of 4224 East Valley RD, facing northbound. The vehicle occupants were in between the vehicles speaking to each other in what appeared to be a non-confrontational manner. I approached the drivers and determined there were no complaints of injury requiring immediate medical response. I collected each of the involved parties driving documents and their independent recollection of their involvement leading up to the collision. The driver of Unit#1, Aleta C. Konkol (DOB 04/22/1958), stated that she was driving northbound on East Valley RD, when Unit#2 pulled out, attempted to conduct a U-turn and struck her vehicle. Unit #1 had damage visible to the front right bumper and panel along with driver airbag deployment. The driver of Unit#1 stated that she did not see Unit#2 attempting to make the U-turn until they made contact. After the collision, Unit#1 stated she pulled into the center turn lane to get out of traffic. The driver of Unit#2, William G. Kelley (DOB 11/25/1982), along with his passenger, William W. Munn (DOB 07/29/1972), stated they were exiting from a business located in the 4200 block of East Valley Road when Unit#2 turned into the number 2 lane of East Valley Road northbound, making contact with Unit#1. The Driver of Unit#2 stated that he was attempting to turn into Oberto's, which was approximately 410 feet from Unit#2's location. Driver of Unit#2 stated that he had cleared the intersection and did not see any vehicles prior to pulling out. Unit#2 had left front panel damage along with right tire damage. There was a non-associated witness to the collision, Mark A. Jones (DOB 07/24/1964), who stated that he did not see the collision, but as soon as he heard the impact, he looked at the vehicles and saw that Unit#2 appeared to have been attempting a U-turn from Mary Janes. Jones stated that Unit #2 was perpendicular on East Vallet Road and Unit#1 looked to be traveling northbound in the number 2 lane. Jones stated that after the collision, both vehicles moved into the center turn lane to move out of traffic. Based on the above statements, I determined that the Driver of Unit#2 (Kelley) was the predominant factor for the collision due to an improper U-turn causing a collision. The driver of Unit#2 did not grant the right of way to Unit#1 traveling in the roadway which had the right of way. Per RCW 46.61.295, the driver of any vehicle shall not turn such vehicle so as to proceed in the opposite direction unless such movement can be made in safety and without interfering with other traffic. I issued Kelley a citation via mail for an improper U-turn. I certify (or declare) under penalty of perjury under the laws of the State of Washington that the foregoing is true and correct.
