The “Feet on the Street” (FOTS) program is a recycling contamination reduction program the City of Renton will be implementing starting March 17, 2025, running through May 9, 2025. The program includes a combination of recycling education and recycling contamination assessments at the curb to help drive positive behavior change to improve residents’ understanding of what to recycle. This project builds on the City of Renton’s previous 2022 cart tagging pilot program in which over 2,000 households were inspected. The FOTS project is funded by the Washington State Department of Ecology to help improve the quality of recyclables as a part of the state’s Recycle Right campaign. Why is this program needed? The results and learnings from this project will be critical in informing the development of an ongoing anti-contamination cart tagging program for potential inclusion in Renton’s next solid waste contract. A reduction in recycling contamination will reduce the city’s long-term processing and disposal costs and will create a more sustainable recycling program for residents. How will the city be prepared? The city’s communications team will put out a press release and an informational postcard will be sent to approximately 9,000 residents three weeks before the program launch. Republic Services’ customer service will be trained to answer service-related and general questions about the project. Internally, the Renton Police Department and Utility Billing will be made aware of the project and the neighborhoods in which daily inspections are occurring. Renton’s Sustainability and Solid Waste team will be in communication with the FOTS field inspection teams to coordinate logistics and locations. How does this program work? The FOTS team will walk designated collection routes to visually inspect recycling carts by lifting the cart lids. Carts will not be rummaged through or emptied at the curb. The FOTS team will be wearing high visibility yellow vests and will have a badge to identify them. During the first inspection, carts with contamination will be tagged with a yellow “Oops” warning tag. Carts found with significant contamination during a second inspection will be red tagged and rejected. Households receiving a red tag may remove the contaminant(s), wait for the cart to be collected on their next regular service day, or may remove the contaminant(s) immediately and request a return trip collection for a fee $8.09.
