NARRATIVE
U1 followed by U2 NB Logan Ave S; U1 U-turn to parking space on west side roadway; front bump

On 11-05-2024 at about 0908 hours, I was dispatched to a Non-Injury Blocking Collision in the vicinity
of Logan Ave S and S Tobin St in the City of Renton, County of King, Washington State. The
collision was blocking the north bound lane. I arrived in the area at about 0919 hours and observed a
single vehicle with hazard light activated blocking the north bound lane of the 00 block of Logan Ave
N. I observed two subjects standing to the east near the sidewalk. I determined these were the
drivers of the involved vehicles and had the blocking vehicle move to the west side of the roadway for
additional contact.
The driver of Unit 01 was identified by WA DL and admitted to driving the listed vehicle. The driver
said he was wearing a seat belt and not injured as a result of the collision. Unit 01 was north bound
on Logan Ave N and intended to conduct a U-turn to park along the west side of the roadway,
adjacent to the south bound lanes. The driver of Unit 01 said he activated his turn signal, did not see
anyone and started the U-turn. Unit 2 appeared behind his car and the vehicles collided.
The driver of Unit 02 was identified by WA DL and admitted to driving the listed vehicle. Unit 02 is a
King County Metro Flex vehicle that was not carrying passengers. The driver said he was wearing a
seat belt and not injured as a result of the collision. Unit 02 was north bound on Logan Ave N,
travelling behind Unit 01. The driver of Unit 02 said Unit 01 was going fast and turned in front of him.
Unit 02 applied their brakes and the vehicles collided. The driver of Unit 02 said he was not
attempting to pass Unit 01 prior to the vehicles colliding.
I observed moderate damage to the rear driver side door of Unit 01 and minor damage to the
passenger side corner of the front bumper of Unit 02. The damage was consistent with the
information provided by the drivers.
There were no independent witnesses of the collision.
RCW 46.61.295(1) states the driver of any vehicle shall not turn such vehicle so as to proceed in the
opposite direction unless such movement can be made in safety and without interfering with other
traffic. Unit 01 was conducting a U-turn to proceed in the opposite direction when the collision
occurred.
A request was sent to King County Metro to determine if there is dash camera video available.
During this incident I was wearing a body camera and my patrol vehicle was equipped with an in-car
video system with forward-facing camera and camera in the rear passenger compartment. Portions
of this incident were recorded. This report is a summary of the incident and not intended to be an
exact transcription of the investigation or what may have been captured with the recording systems.
