EF36705 CASE# 24-11516 OF COLLISION 11/06/24 12:15 OF CbLLI510N NARRATIVE 24-11516 On 11/06/2024 at approximately 1218 hours, I was dispatched to a blocking vehicle collision at the intersection of SW 7th Street and Hardie Avenue SW, within the City Limits of Renton, County of King, State of Washington. Upon my arrival, 1 observed heavy mechanism to the involved vehicles with airbag deployment as well two children inside one of the involved vehicles. As a precaution, I requested that the Renton Regional Fire Authority (RRFA) respond to the scene for evaluation. While on scene, 1 collected each of the involved party's driving information and their independent recollection of the events leading up to the collision. RRFA treated and released all involved parties at the scene. The driver of Unit#1 stated that she and her two children were traveling westbound in about the 100 block of SW 7th ST (JWO the intersection of Hardie Ave SW) in the center-turn-lane. The driver of Unit#1 had pulled into the center—urn-lane and slowed to yield to traffic for an upcoming left-turn. The driver of Unit#1 stated she intended to turn southbound into private property parking lot. The driver of Unit#1 stated that one of the eastbound lanes of travel had stopped and created an opening in traffic for her. The driver of Unit#1 began to turn, not seeing Unit#2 traveling in the eastbound lanes of SW 7th ST which Unit#1 needed to traverse across. The driver of Unit#1 proceeded to make the left turn across the eastbound lanes of travel. During the turn, the driver of Unit#1 stated that both vehicles collided in the intersection causing significant damage to the front passenger side quarter panel, wheel bearing and front bumper of Unit#1. The driver of Unit#1 was identified via Guatemala Passport and admitted to not having a driver's license. The driver of Unit#2 said he was the sole occupant of his vehicle and was traveling eastbound in about the 100 block of SW 7th ST approaching the controlled intersection of Hardie Ave SW in lane 1 of 2. The driver of Unit#2 stated he was intending to continue east. The driver of Unit#2 stated as he continued going straight ahead, the driver of Unit#2 saw Unit#1 turn in front of his vehicle. The driver of Unit#2 stated he was unable to avoid the collision and both vehicles collided causing significant damage to the front of Unit#2. The driver of Unit#2's said his left hand/arm was in pain but was treated and released at the scene by RRFA. Based on the above statements, I determined that the Driver of Unit#1 (Lapoyeu Garcia) is the proximate cause for the collision due to not granting the right of way during a left turn causing a collision. The driver of Unit#1 violated RCW 46.61.185(1) by being the driver of a vehicle intending to turn to the left within an intersection and not yielding the right-of-way to any vehicle approaching from the opposite direction which is within the intersection or so close thereto as to constitute an immediate hazard. The driver of Unit#1 (Lapoyeu Garcia) did not grant the right of way to Unit#2 traveling in the roadway which had the right of way and was already underway. Due to Unit#1 having to traverse across oncoming traffic, the driver of Unit#1 must wait until the intersection is clear of hazard prior to proceeding. Additionally, Lapoyeu Garcia violated RCW 46.20.015 by Driving without a Valid Operator's License with valid Identification. I cited Lapoyeu Garcia in-person for NVOL with Identification and Fail to Yield during a Left Turn. Both involved vehicles had to be towed due to extensive damage cause.
