This report is a summary of events that occurred and is not an exact sequencing of events. Statements have been paraphrased and summarized. At the time of this call my body worn camera was activated. On 3/20/2025 at approximately 1148 hours, I was dispatched to a non-injury vehicle collision at 4200 Block of East Valley Road, within the City Limits of Renton, County of King, State of Washington. Upon my arrival, I confirmed there were no complaints of injury requiring immediate medical response at the time of report. I was able to collect each involved party's information and independent summary of the events leading up to the collision. The driver of Unit#1 said he was traveling southbound in 4200 Of East Valley Highway in the 1 st Lane of travel.The driver of Unit#1 stated that he needed to get into the right lane (lane 2 of 2). The driver of Unit#1 stated that he believed the lane was clear of any vehicles. The driver of Unit #1 stated that while making the lane change, Unit#1 and Unit#2 collided in lane 2 causing moderate damage to the passenger side headlight,fender, of Unit#1. I observed that Unit 1's front right headlight had been broken and slight damage to the right front fender. The driver of Unit#2 and his passenger stated they were traveling southbound in the 2nd lane of travel in the 4200 of East Valley Road.The driver of Unit#2 stated he was intending to continue This incident occurred in the sCity of Renton,King County,Washington State. !declare underpenalty of perjury under the laws of the State of Washington that the foregoing is true and correct. Officer: Dougherty, David #R13183 Reviewed By: Kordel, Peter W Date/Time: 03/20/2025 06:07 Collision 2025-00002528 Paqe 3 OF 5 Case Number 2025-00002528 Officer Narrative-Continued straight when Unit#1 changed lanes from lane 1 of 2 and into lane 2 of 2 which Unit#2 was occupying. Unit#1 subsequently collided with Unit#2. Unit#2 suffered minor damage to the driver's side wheel fender and door. I also observed the damage to the left front fender of Unit 2 that was cause by Unit 1. Based on the above statements, I determined that the Driver of Unit#1 (Spencer) is the proximate cause for the cause of collision as Spencer violated RCW 46.61.140(1)which states that a vehicle shall be driven as nearly as practicable entirely within a single lane and shall not be moved from such lane until the driver has first ascertained that such movement can be made with safety. Spencer made a lane change into Unit#2's lane of travel which had the right of way and was underway. Spencer did not ensure that traffic in lane 2 of 2 was clear of hazard before making the unsafe lane change. Spencer stated he did not have vehicle insurance,which is a violation of RCW 46.30.020.The RCW states No person may operate a motor vehicle subject to registration under chapter 46.16A RCW in this state unless the person is insured under a motor vehicle liability policy with Liability limits of at least the amounts provided in RCW 46.29.090. 1 cited Spencer via mail for Improper Lane Usage causing a collision and for Having no Insurance. Both Unit#1 and Unit#2 had minimum damage and had pulled into a parking lot.An exchange of information was provided to all involved parties.
