NARRATIVE
On 11/17/24 at about 1159 hrs I was dispatched to a collision that had occurred at SW 43rd St and
East Valley Rd, in the City of Renton, County of King, and State of Washington. The reporting party or
Unit#1 advised it was a hit and run collision and the suspect vehicle was a tractor trailer combo with
license plate 713861. Driver#1 said the Semi was last seen headed towards Ikea. The driver of Unit
#1 requested contact at 84th Ave S and S 196th St. I arrived in the area at about 1207 hrs and
observed Unit#1 had damage along the rear driver side of the taxicab. The driver of Unit#1 was
identified by his WADL. Unit#1 had a language barrier and was unable to describe or show me on a
map where the collision occurred. Unit#2 stopped just down the street from Unit#1 and flagged me
down. Driver#2 was identified by his Texas Driver's License. Driver#1 complained of neck and back
pain. He was treated by Renton Fire.
Driver#2 advised he had exited SB SR 167 and SW 41 st St and was in the center/outside left turn
lane to go SB on East Valley RD. Driver#2 said he was not sure where the collision occurred in the
intersection, and he drove to 196th St for a place to pull off the roadway and not block traffic in his
tractor trailer. I inspected Unit#2 for damage and found the paint transfer from Unit#1 towards the
front of the trailer on the passenger side. Driver#2 thought driver#1 tried to pass him on the right in
the intersection. Driver#2 provided witness information. He said the witness followed them to S 196th
St and provided her phone number.
I called the witness who originally said the taxicab was trying to get around the outside of Unit#2 who
was already making the turn in the outside left turn lane at SW 41st St and East Valley Rd. The
witness said Driver#1 was originally behind the semi-trailer and she was behind driver#1. 1 spoke
with Driver#1 again with language line to get his version of the events. Driver#1 said there was no
one behind him and no witness. He was able to provide a diagram that indicated the collision
happened on the off ramp and not in the intersection as I initially thought after talking to Driver#2 and
the witness. I went back to the scene of the accident and found the plastic bottom trim piece to the
rear driver side door of Unit#1 about 40-50 ft east of East Valley Rd on the off ramp from SB SR 167.
Driver#1 said he was in the middle lane and the semi-trailer was in the inside lane when Driver#2
turned wide and struck Unit#1 on the driver's side.
I spoke with the witness again to clarify what had occurred. She said the semi-trailer was taking up
both the left and part of the middle-left hand turn lanes. She said when the taxicab pulled up next to
the semi-trailer where he did, she thought he might get hit because the semi-trailer would have to
take the turn wide to make it. She said it was clear to her the semi-trailer was using both lanes to
make that turn. When she spoke with Unit#2, where the semi-trailer stopped, Driver#2 told her he
never saw the taxicab.
This incident was captured on my body worn video camera. This report is a summary of events that
occurred and is not an exact sequencing of events. Statements have been paraphrased and
summarized. The video was uploaded to evidence.com.
