EF36708 CASE# 24-11574 OF COLLISION 11/07/24 17:20 OF CbLLI510N NARRATIVE 24-11574 On 11/07/2024 at approximately 1729 hours, I was dispatched to a non-injury and non-blocking two- vehicle collision at the intersection at Renton Ave South and SW Victoria Street, within the City Limits of Renton, County of King, State of Washington. Upon arrival, I contacted the involved parties and confirmed no injuries had occurred requiring immediate medical response at the time of report. There, I collected the involved parties driving documents and their independent recollection of events leading up to the collision. The driver of Unit#1 said he was the sole occupant of his vehicle and was traveling eastbound in about the 13200 block of Renton Ave South approaching the intersection of SW Victoria ST in lane 2 of 2. The driver of Unit#1 stated he was traveling directly behind Unit#2 and saw as Unit#2 had come to a stop for queued traffic at the upcoming intersection. The driver of Unit#1 stated that he did not see any lights on and simply was unable to stop in time and subsequently collided with the rear of Unit#2 causing moderate damage to the front of Unit#1. The driver of Unit#2 said he was the sole occupant of his vehicle and was also traveling eastbound in about the 13200 block of Renton Ave South approaching the intersection of SW Victoria ST in lane 2 of 2. While Unit#2 was stopped for queued traffic, Unit#1 collided with the rear of Unit#2 causing minor damage to the rear of Unit#2. The driver of Unit#2 performed a test of the brake lights for me to ensure all were operational. The rear passenger brake light was not operational; however, this was where the impact of the collision occurred, and it could not be determined if the brake light was operational before the collision or not. The other rear passenger and third overhead brake lights were operational. The driver of Unit#1 (Boston) was not paying attention to traffic in front of him. Boston violated Renton Municipal Code (RMC) 10-12-25-Inattentive Driving which is defined as any person to drive a motor vehicle on any public highway, street, alley, or road in an inattentive manner in the City of Renton. "Inattentive manner" in this section means a lack of: 1) attentiveness required to safely operate the vehicle under the prevailing conditions, including, but not limited to, the nature and condition of the roadway, the weather conditions, the presence of pedestrians, the presence of other traffic, or by the driver focusing or directing the driver's attention to something other than driving the motor vehicle; or 2) attentiveness that would permit the driver of a motor vehicle to observe anything resting on, or traveling on, or entering the roadway in time to take appropriate action as circumstances require. (Ord. 4462, 7-25-94, eff. retroactive to 7-1-94; Ord. 5635, 11-14-11). Based on the above statements, 1 determined that the Driver of Unit#1 (Boston) is the proximate cause for the collision due to inattention causing a collision. Boston should have been paying closer attention to the movement of traffic in front of him. I issued Boston a written warning in-person for Inattention. I also issued the driver of Unit#2 (Pedroza Ponce) a written warning for an administrative issue regarding the transferring of title for his vehicle. This written warning is unrelated to the collision investigation. Unit#1 had to be towed away due to extensive damage. Unit#2 was able to be driven away without further incident.
