NARRATIVE
24-11832 COLL
On 11/14/2024 1 was working as a uniformed patrol officer and driving a marked patrol vehicle for the
City of Renton. I was dispatched to a report of a two-vehicle collision with minor injury near the
entrance to 3815 NE 4th St Renton/King/WA. I arrived on scene and located both involved vehicles.
The 2012 Ford Focus WA/CFD1453 was facing west and was on the sidewalk and into a grass strip.
The white 2019 Nissan Frontier WA/C79239P was still connected to the Focus where it impacted on
the passenger front door.
I spoke with the driver of the Focus who was identified by his WADL as Victor M Vasquez
Guadarrama DOB 9/11/1997. He said that he was in the center turn lane to turn south into the
parking lot of the Maplewood Heights Apt complex and was waved through by a motorist in the
number two lane. He said that as he made his turn, he was struck by the Nissan in the number one
lane. Victor had a complaint of pain to his right arm and shoulder. He was evaluated by RRFA
personnel and cleared at the scene.
The Focus had damage to the front passenger side door and quarter panel, the passenger side
airbags had deployed. The Focus was removed from the scene by Bankers Towing
The driver of the Nissan advised he was driving in the number one lane when the Focus turned in
front of him causing the collision. The driver was identified as Larron C Patton-Brown DOB:
12/14/1955. Larron had a small abrasion to his right shin, he was also evaluated by RRFA personnel
and cleared at the scene. The Nissan was able to be moved out of the roadway into a private parking
lot. The damage to the Nissan was on the front bumper and the front airbags had been deployed.
While getting the information from both parties I asked Victor if he had insurance and he said no.
The damage was consistent with both accounts.
A DOL check showed that Victor's license status was Not Licensed -Eligible.
I completed a Sector Citation for No Valid Operators License with Valid ID RCW 46.20.015,
Operating a Motor Vehicle Without Valid Insurance RCW 46.30.020, and Failure to Yield Motor
Vehicle RCW 46.61.185.1. This citation should be mailed to Victor.
Nothing further.
