RE: Rainier Ave South Corridor Improvements Phase 4- Ground water
Bill, per our conservation on the phone last week I have concerns about the excavation of foundations on
this project. In review of the soils reports Wood page 22 of 30 it states,
the drilled shaft signal pole foundations will be constructed using the dry method in accordance with
areas where water is expected to be encountered, which are
at South 3rd Street on the east side and Airport Way west side. The report also shows that the ground
water should not impact the lighting foundations at all from what is illustrated in the report for the pockets
of ground water and depths. We used this information in preparation of our bid to calculate the cost to
support the drilling operations.
Now that we have trenched through ninety percent of the project, we believe that there is a lot more
ground water than this report shows. We believe the ground water on this project is widespread and could
result in downtime plus additional unanticipated cost. We already know ground water exists on the east
side of South 2nd street at 4- 6 feet. Just this week we encountered water at 5 feet on the West side of
Victoria.
I also want to bring up grades for the foundations. From the start of the project bolt heights have been a
concern. Now with the likely possibility of ground water many of these signal bases will be installed by
advancing a casing or underwater pressure methods. This will not allow us to install anchor bolts in
advance of the pour. Bolt will have to be installed as concrete is places which is more difficult and subject
to errors. This along with changes of curb heights, this will increase the risk of bolts not being set to the
exact preferred height.
To be more proactive I believe we should set up for the worst-case situation. First, I would think it would
be prudent to have some extra corrugated metal pipe (CMP) on site. Currently we have CMP in the 2nd
street yard for the bases called out in the pending change order. We can replace at current pricing what we
use when the need presents itself, but we still will need to track this on FA. We also can be proactive to
determine locations that have experienced high ground water.
Lastly, I believe we should do a cold joint on all bases of 10 feet or more. This would require a 4 to 5-foot
piece of CMP at each base that is 10 feet or more, and not part of the CMP change order. This would allow
us to set the bolts and pour the tops right after the curb is poured. This would save time and eliminate the
need for access of heavy equipment in sidewalk areas after curb is poured. We are looking at an estimated
cost of $675.00 per foundation for procurement, cutting, shipping, covers, and installation. In the end I
think we will save on downtime costs overall by reducing the exposure.
