EF38001 CASE# 24-12015 OF COLLISION 11/20/24 09:31 OF CbLLI510N NARRATIVE 24-12015 On 11/20/2024 at approximately 0932 hours, I was dispatched to a vehicle collision with reports of injury at the intersection of SE Petrovitsky Road and 118th Ave SE, within the City Limits of Renton, County of King, State of Washington. Upon my arrival, I determined that the driver of Unit#1 was complaining of head pain. The Renton Regional Fire Authority (RRFA) was already on scene and treated the involved driver. RRFA released all involved parties at the scene. While on scene, I collected the involved parties driving documents and their independent recollection of events leading up to the collision. The driver of Unit#1 stated she and her adult passenger were traveling southbound on 118th Ave SE and had approached the stop-sign controlled intersecting roadway of SE Petrovitsky Road. The driver of Unit#1 stated that she was intending to make a left turn at the intersection to proceed eastbound onto SE Petrovitsky Road. The driver of Unit#1 stated that she stopped at the intersection to yield to approaching traffic. The driver of Unit#1 stated that she believed traffic was clear and began to turn out into the roadway. The driver of Unit#1 stated that she began turning across the roadway when Unit#2 suddenly appeared. Both Unit#1 and Unit#2 collided in the roadway causing significant damage to the front of Unit#1. The driver of Unit#1 claimed that Unit#2 was traveling at a high rate of speed and although the driver of Unit#2 said he was turning at the intersection where the collision occurred at, they believed Unit#2 was traveling too fast for that turn and might have been trying to use the center-turn-lane to bypass traffic and turn at the next intersection. The driver of Unit#2 said he and his infant passenger were traveling westbound in about the 11800 block of SE Petrovitsky Road and in the center-turn-lane. The driver of Unit#2 stated he was intending to continue south at the intersection of 118th Ave SE with the intent to make a left turn. Upon reaching the location of where Unit#1 was turning out from, Unit#2 observed Unit#1 pull out into the roadway but was unable to avoid the collision. Both vehicles collided in the roadway and Unit #2 suffered moderate damage to the front passenger side, including the bumper and fender of the vehicle. Based on initial measurements, Unit#2 had traveled 236 feet in the center-turn-lane. Per RCW 46.61.290 which covers Center Lane Usage. The driver and passenger of Unit#1 believed that Unit#2 was not going to turn at that specific intersection. I believe the driver of Unit#2 was within the allotted three-hundred feet in the center-turn-lane as allowed by law. Based on the above statements, I believe that the driver of Unit#1 (Kittrell) is the proximate cause for the cause of collision as Kittrell did not grant the right of way to traffic already in the roadway and underway. Kittrell violated RCW 46.61.190(2) as every driver of a vehicle approaching an intersecting roadway shall stop where the driver has a view of approaching traffic on the intersecting roadway before entering the roadway, and after having stopped shall yield the right-of-way to any vehicle in the intersection or approaching on another roadway so closely as to constitute an immediate hazard during the time when such driver is moving across or within the intersection or junction of roadways. Unit#1 had to be towed due to extensive damage. Unit#2 was able to be driven away without further incident. An exchange of information was provided to all involved parties.
