EF68040 CASE# 25-1698 OFC LNaoy L isI©�ON 02/22/25 19:59 F cu NARRATIVE Renton Case #25-1698 Unless otherwise noted, the following occurred in the City of Renton, County of King, WA. On 02-22-2025 at approximately 1959 hours I was dispatched to an accident with injury located at Logan Ave N and N 6th St. Officer Weber advised that he witnessed a hit and run involving a motorcycle occur at the above intersection. Upon my arrival, 1 found: There was a motorcycle lying in the left turn lane of southbound traffic on Logan Ave N on the northside of the intersection. There were many parts of the motorcycle in the northbound lane of Logan Ave N. There were two subjects sitting on the sidewalk, one male and one female talking with Officer Weber. I spoke with Officer Weber who advised me he was stationary at the light waiting to make a left turn onto N 6th St. He observed a black SUV make an illegal lane change in the intersection of Logan Ave N. and N 6th St. The illegal lane change forced the SUV to almost contact the motorcycle that was occupying that lane of travel. The camera of Officer Weber's patrol vehicle captured the event, please see his supplemental report to Renton Case #25-1698 for more information. The operator of the motorcycle made the following statements: The operator of the motorcycle was identified by WA DOL photo as Hugo A. Pena-Menjivar (DOB 02- 16-2005). He stated that he was traveling northbound on Logan Ave N in the lane nearest the center line. He stated that the operator of the SUV was traveling northbound on Logan Ave N in the lane nearest the sidewalk. He stated that he was attempting to continue in his lane of travel through the intersection of N 6th St. when the operator of the SUV merged into his lane of travel. In the attempt to not get hit by the SUV he lost control and laid the motorcycle down on its side, sliding through the intersection and stopping in the left turn lane of southbound traffic on Logan Ave N. Investigation of the collision scene found: The operator of the SUV was traveling northbound on Logan Ave N approaching the intersection of N 6th St. in the lane nearest the sidewalk. The lane that the SUV was traveling in is a right turn only lane onto east bound N 6th St. The SUV continued on northbound Logan Ave N by merging as they passed through the intereection due to the roadway changing from a two lane to a one lane road. The lane was occupied by Hugo at the time that they merged, to not get hit by the SUV the motorcycle lost control leading to a single vehicle collision. Officer conclusion: After discussion with the operator of the motorcycle and Officer Weber who witnessed the accident. The operator of SUV illegally merged into the Hugo's Lane of travel due to the operator of the SUV failing to ascertain that the lane change could be done safely. The operator of the SUV made no attempt to contact the occupants of the motorcycle. Other Officers were unable to locate a vehicle matching the description. If positively identified there is there is probable cause to arrest the operator of the black SUV for RCW 46.52.020, due to the operator failing to immediately stop their vehicle at the scene of the accident or as close thereto as possible. Hugo and the other occupant of the motorcycle, later identified by WA DOL photo as Victoria Rincon PAGE 3 OF 5 TIM REPORT NO. Throughout my interaction with Hugo, he began to feel more pain in his wrist and face from the accident. I advised him to contact us if he decides to seek medical attention regarding injuries from the accident. Please see images and video uploaded into Evidence.com under Renton Case #25-1698. Follow up may be done by locating camera footage from the intersection cameras to acquire further footage of the incident.
