On March 24, 2025 at approximately 1001 hours I was working uniformed patrol in my fully marked
patrol vehicle when I dispatched myself to a collision that occurred near 1209 Kirkland Ave NE (Fire
Station 12), in the City of Renton, County of King, and State of Washington.
Upon my arrival, I contacted one of the involved parties, Shawn Phipps, who advised me of the
following information. He was driving (unit 2) north on Kirkland Ave NE. He approached NE 12th St,
which is a four-way stop, and stopped at the stop sign. After the cross traffic on NE 12th proceeded
through the intersection, he then proceeded through the intersection. This is when he was struck in
the rear passengers side of his vehicle by unit 1.
I then contacted the driver of unit 1, Mahmood Latifyar, who advised me of the following
information. He was traveling westbound on NE 12th St and approached Kirkland Ave NE. He
proceeded through the intersection when unit 2 pulled out in front of him. He did not see unit 2 until
he collided with him.
I checked with Fire Station 12 and they did have video showing the collision. The following is what I
observed on the CCTV cameras. Unit 2 stopped at the four-way stop. The east/west traffic on NE 12th
went through the intersection. Unit 2, traveling northbound, and an uninvolved vehicle traveling
southbound on Kirkland Ave NE, proceeded through the intersection as it was their right of way to
go. Unit 1, traveling westbound on NE 12th, slow rolled through the stop sign and proceeded through
the intersection when it did not have the right of way.
Unit 1 was the proximate cause of the collision as it did not yield to the right of way of the cross
traffic (unit 2).
