NARRATIVE
24-12511
On 12/05/2024 at approximately 0842 hours, I was dispatched to an unknown-if-injury vehicle
collision at the intersection of Garden Avenue North and North Southport Drive, within the City Limits
of Renton, County of King, State of Washington.
Upon my arrival, I confirmed there were no complaints of injury requiring immediate medical response
at the time of report. While on scene, I collected each involved party's information and their
independent recollection of their involvement leading up to the collision.
The driver of Unit#1 stated that he was the sole occupant of his company work vehicle and that prior
to the collision, he was traveling northbound on Garden Ave N approaching the intersection of N
Southport DR in lane 2 of 2. The driver of Unit#1 stated he believed he had a green light. Upon
entering the intersection, opposing traffic had begun to proceed. Both Unit#1 and Unit#2 collided in
the intersection. Due to the impact, Unit#1 suffered moderate damage to the passenger side
because of the collision.
The driver of Unit#2 said he was the sole occupant of his company work vehicle and was traveling
westbound on N Southport DR approaching the intersection of Garden Ave N in lane 4 of 5 (left-turn
lane). The driver of Unit#2 stated he was intending to turn south (left) at the intersection. The driver
of Unit#2 stated that upon the traffic signal turning from red to green, the driver of Unit#2 proceeded
into the intersection. Unit#2 was partially into the intersection when it was struck by Unit#1 causing
moderate damage to the front passenger quarter panel and bumper of Unit#2.
A witness who remained on scene, identified as Johnathan Perdoch, stated that he was traveling in
the area at the time of collision. Perdoch stated that Unit#1 appeared to not stop at the approaching
intersection, specifically at Garden Ave N and N Southport DR, and continued into the intersection
against the displayed red light as if he did not see the light was red.
Based on the above statements, 1 determined that the Driver of Unit#1 (Richardson) is the proximate
cause for the cause of collision due to Entering an Intersection against a Steady Red Circle
(Reference RCW 46.61.055(3A)). Richardson violated RCW 46.61.055(3A) as vehicle operators
facing a steady circular red signal alone shall stop at a clearly marked stop line, but if none, before
entering the crosswalk on the near side of the intersection or, if none, then before entering the
intersection control area and shall remain standing until an indication to proceed is shown.
Unit#1 was able to be driven away from the scene without further incident. Unit#2 was moved off the
roadway so the owner could make arrangements for a private tow. An exchange of information was
provided to all involved parties.
